Abstract:
The objective of the study was to develop the Burachat Fort Health Care Unit to the standard
required by the Public Health Ministry as desired under the conditions and context of military units based on
the 7-S conceptual framework. The data has been collected by a questionnaire constructed by using the
Delphi Techniques to ask for opinions of 20 experts; these opinion surveys have been done 3 times. The
data was then analyzed by way of arithmetic mean, and distribution between quartile.
The results showed that, for Burachat Fort Health Care Unit, the development should start from
explicit policies of supervision bodies determining that the Burachat Fort Health Care Unit should be the
primary health care center. Moreover, the administration structure of this health care unit should be set up
clearly; the authority lines should not be overlapped or repeated so that the health care unit head achieves
unity in directing his/her personnel and is able to improve the primary care service to the required standard
of a primary care unit. For the preparedness of health care unit development, the standards of a primary care
unit should be used as the model and applied for the development of Burachat Fort Health Care Unit. The
development should focus on the following matters: 1) the health care unit personnel should be encouraged
to acquire the knowledge base on the primary care unit by arranging certain training courses regarding the
basic knowledge about primary care unit, or taking some personnel to observe or apprentice at successful
primary care units under the Public Health Ministry; 2) the personnel of the Burachat Fort Health Care Unit
should have joint goals in their health care unit development so that they recognize the significance of
public health work, especially for prevention, awareness and pride among the medical military officers; 3)
permanent personnel should be assigned to the Burachat Fort Health Care Unit so that its image can be
trusted by the community and service users; and 4) health promotion services should be provided by visiting
houses located in that community according to the general people’s proper rights, and offering integrated
health care to the general public.
The executives or supervisors in the Technical Service Engineer Division of Burachat Fort
should emphasise the development of Burachat Fort Health Care Unit by setting up a development policy
and arranging mutual meetings between the supervisors within the Technical Service Engineer Division of
Burachat Fort, the supervisors of military units equipped with medical military officers, and the hospital
director of Phanurangsi Fort in order to have the final decisions on setting up the appropriate development
guidelines or solutions of Burachat Fort Health Care Unit.
