Abstract:
The study of a management of small and micro community enterprise for a development of foundation economy : a case study of Thailand and Lao PDR aimed to: 1) study about patterns and processes of a small and micro community enterprise which has effects on a development of communitys foundation economic system; and 3) formulate a strategic policy for a development of small and micro community enterprise in Thailand
The study about patter and processes of a small and medium community enterprises development at 3 communities in Thailand (Nong Klang Dong community), Sam Roi Yod district, Prachuap Khiri Khan province; Wang Ta Kor community, Langsuan district, Chumporn province, Jampasak province, Lao PDR revealed that a small and medium community enterprides characteristics. The communities management processes were analyzed and operated basing on a concept of a small and medium community enterprise. According to a pattern of a small and medium community enterprise, the study found that a community was firstly a family-reliance in order to reduce expenditure. At the Second level, exceeding outputs or products would be exchanged within a community where intra-and inter-community market systems had generated. This also helped to generate and income. Finally, it was a step to produce and develop a product distribute to a general market where a products quality was developed and improved for a marketing competition. According to a small and medium community enterprises process, it was a process operated before a small and medium community enterprise is really constructed. A community s master plan played an important role on a communitys need. This was aimed to generate a learning process for people in a community. After that, a learning processs output was really practiced by formulating plans, projects, and activities for a small and medium community enterprise.
According to a development of a small and medium community enterprises management model. It could be summarized basing on a theory of systematic analyzing which consists of input factors, processing factors, and output factors. Owing to this stage, a set of variables to be used in a strength analysis was constructed consisting of 1) 27 indicators for input factors consisting of producing factor, leadership and membership factor, and external organization factor 2) 19 indicators of processing factors consisting of planning factor, management factor, organizing factor, controlling factor, and directing and monitoring factor; and 3) 20 indicators of output factors consisting of output factor, social return factor, group profit factor, and a sustainable factor. There were 66 indicators totally where each indicator consists of sub-indicators as a complementary.
According to the study at Ban Si Liam community. Coke Yang sub-distriet, Prasat district, Surin province, it found that a small and medium community enterprise has developed a learning process of a community basing on a communitys master plan. A small and medium community enterprises management is focused on a participation of members in order to generate a learning process where a social relationship is horizontal. This production process is considered as an important factor which supports for a creation and a survival of small and micro community enterprise under the principle of sufficient economy that finally supports for a development of foundation economic system. Development strategies could be formulated as followings: 1) a strategy to strengthen a community starting from a family level; 2) a communitys self-reliant; 3) a strategy to develop a system and micro community enterprise; 4) a strategy to establish a consultation unit for small and micro community enterprise at Surindra Rajabhat University; and 5) a strategy to develop an potentiality of small and micro community enterprise operating by a sub-district administrative organization.
