Abstract:
Conducted at Ban Karp Nuer village, Tenmme sub-distric, Muang district, Surin province, Thailand, this study aimed at 1) studying the village context and factors that effected the villagers development regarding their sufficient life quality, 2) determining scope, criteria and key performances concerning an appropriate model for its management and 3) finding an appropriate model, contents, and processes suitable for village management, applying PR&D research process where the villagers participated directly as researchers.
The research finding and conclusions revealed that village context and factors effecting sufficient life quality development of Ban Katrp Nuer villagers were that the village in the past was used as a route passing through Cambodia and there are large water resources originating from Phnom Dong Rake mountain ranges, being known as Huap Umpel and Huay Raharn creeks. Ban Karp Nuer villagers hold fast in Buddhism and traditional rituals. Intellectual and social capital have been used in community development and the villages have consciously and strongly exercised their united power in the protection of their rights. Buddhist monks have been assisting laymen to gain consciousness and wisdom. Methods in the conservation and use of water resources were used in stabilizing economy . Ways to decrease expenditures and increase income by a cooperative group were applied and labeled as an indicator. The villages leaders possessed moral disciplines and an administrative pattern was transferred to youngeration by means of verbalizing.52 factor were found in the effect towards Ban Karp Nuers life quality development and 7 out of 53 factors from Sri Boonrueng community, Pak Sae City of Lao PDR were brought in to fulfill the management.
The study to determine scope, criteria and key performances yielded a scope for the development of sufficient life quality of the villagers at Ban Karp Nuer village, five aspect of criteria towards a development of community master plan draft in the matter of social cultute, economy, education, environment and health, and administration. Resulted as 24 aspects of community master plan, values yielded from the development were that self-confidence and self-discovering took place. The villagers were being proud of their own cultural roots. Capital and genuine potential were found and a new life cycle emerged in the community. Life management became systematic and decision making could be made freely by themselves, producing results in a stable economy for life. In addition, the community was able to offer a systematic welfare for the villagers.
According, 44 key performances were found, turning out a development of 44 projects and 39 of these were set forth towards implementation. The result of social and cultural project implementation which concerned the use of original culture for adequate wisdom and power being efficient in fighting against modernization stream that flows into the community. Concrete achievement of this appeared in the economical aspect, where the cooperative group led in expenditure decreasing and income increasing. Consequently, a stronger community arose possessed enough power to deal with financial systems. Family income and expenditure had been learnt and managed and profit from saving positively affected the society in return. The community possessed strong potential to develop its economy stemming from money management base which was derived from careful and appropriate planning, being in line with, and balanced the societys well-being condition successfully. Water resources were used to establish economical base. Relating to education, local wisdom, culture and belief were brought in, held fast and the villagers lived happily together. Concerning environment and health, organic fertilization was used in rice farming and gave no danger to health. In the matter of administration, leaders possessed leadership and were able to manage and solve community problems. Besides, they were able in administrating projects from other work units which were assigned into the community. As follows, a strong and sustainable development commenced.
The findings for an appropriate model, contents and processes yielded for the development of life quality. With regard to this, the community applied a research process to improve consciousness, collect data, develop strategies and self-development plans. Learning, life management processes, resources management, and social economical system of the community were worked out . A committee was selected from the people in the community and meeting places were arranged. The strategies of research process allowed the villagers to join in straight participation researching (PR&D). Value system from local wisdom was employed to integrate a holistic pattern of transference which was based on knowledge , planning and implementation. Social force were used to expedite movement of development processes in terms of networks and could be newly applied to be in accordance with local contexts, on where self-depending according to the philosophy o sufficient economy is focused and contents of learning process exist. The management according to Karp Nuer community context was found to be a holistic pattern integration in every aspects of local capital consisting of processes , implementation between outsiders (the research and team), and the community. The concept of People Participate Straight Forwardly in the Research and Development (PR&D) by the people and for themselves was attempted. The implementing process includes 11 steps, clarifying that it should be basic principles, concepts, motivating, and inspiration in the development of life quality. Strategic planning, master plan developing, and an example of a strong community were shared and worked out. In relation to this , there were processes which helped the community members in solving their own problems. This participative process allowed the community to learn about what sufficiency really is and establish adequate strength. A team of process instructors participated in guiding the master plan toward targets expected and achievements took place both at family and community levels. Therefore, a model, contents, and processes for the development of life quality were available.
The research process resulted a conceptual philosophy of Self-Depending Effectively Allows us to Live Sufficiently and Strongly and that Through implementation activities in the development of life quality, it is essential for the villagers to participate in thinking, planning, conducting, and researching according to the holistic pattern of community development strategy being in line with the philosophy of sufficient economy is strongly advised.
The research findings were found to have originated benefits towards the development of life quality of Karp Nuer community which is an idol to be applied various contexts of other communities. For this reason, its impact will be formed in the future development plans for the nation
