Abstract: การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษาปัจจัยที่ส่งผลต่อแบบของบรรยากาศองค์การในสถานศึกษาขั้นพื้นฐานขนาดเล็ก และเพื่อเปรียบเทียบความคิดเห็นของผู้บริหารสถานศกึษาและครูที่มีต่อปัจจัยที่ส่งผลต่อบรรยากาศองค์การในสถานศึกษาขั้นพื้นฐานขนาดเล็ก สังกัดสำนักงานเขตพื้นที่การศึกษา อุบลราชธานีเขต 1 จำแนกตาม เพศ การศึกษา ระยะเวลาที่สอนในสถานศึกษา กลุ่มตัวอย่างที่ใช้ในการวิจัยคือผู้บริหาร และครู ในสถานศึกษาขั้นพื้นฐานขนาดเล็ก สังกัดสำนักงานเขตพื้นที่การศึกษา อุบลราชธานีเขต 1 ปีการศึกษา 2552 จำนวน 303 คนโดยใช้วิธีการสุ่มตัวอย่างแบบแบ่งชั้นแบบไม่เป็นสัดส่วน โดยมีเครื่องมือที่ใช้ในการวิจัยเป็นแบบสอบถามแบบมาตราส่วนประมาณค่า 5 ระดับ โดยได้ตรวจสอบความตามเนื้อหาโดยผู้ทรงคุณวุฒิ จำนวน 5 ท่าน จากนั้นนำไปทดสอบกับกลุ่มตัวอย่างที่เป็นผู้บริหารและครู ในกลุ่มโรงเรียนบ้านก่อ สังกัดเขตพื้นที่การศึกษาอุบลราชธานี เขต 1 จำนวน 49 กลุ่มตัวอย่าง เพื่อทดสอบหาความเชื่อมั่น ได้ค่าความเชื่อมั่นในด้านปัจจัยที่มีผลรวม 5 ท่าน มีค่าความเชื่อมั่น .976 ตอนที่ 3 แบบบรรยากาศองค์การ มีค่าความเชื่อมั่น .947 สถิติที่ใช้ในการวิจัยได้แก่ ค่าร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน การวิเคราะห์ถดถอยเชิงพหุ การทดสอบค่าt และการทดสอบค่า F ผลการวิจัย พบว่า 1. ปัจจัยที่ส่งผลต่อบรรยากาศองค์การของสถานศึกษาขั้นพื้นฐานขนาดเล็ก สังกัดสำนักงานเขตพื้นที่การศึกษา อุบลราชธานีเขต 1 ความคิดเห็นต่อบรรยากาศองค์การของสถานศึกษาขั้นพื้นฐานขนาดเล็ก สังกัดสำนักงานเขตพื้นที่การศึกษา อุบลราชธานีเขต 1 อยู่ในระดับมากที่สุด 2. การเปรียบเทียบปัจจัยที่ส่งผลต่อบรรยากาศองค์การของสถานศึกษาขั้นพื้นฐานขนาดเล็ก สังกัดสำนักงานเขตพื้นที่การศึกษา อุบลราชธานีเขต 1 ความคิดเห็นของเพศชายและเพศหญิง ในด้านการตัดสินใจแตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ .05 3. ความคิดเห็นของผู้มีวุฒิการศึกษาไม่เกินปริญญาตรี และผู้มีวุฒิการศึกษาสูงกว่าปริญญาตรี ด้านการตัดสินใจแตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ .05 ส่วนด้านภาวะผู้นำ แตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ .01 4. ความคิดเห็นของผู้มีระยะเวลาที่ทำงาน 20 ปีขึ้นไป มีความคิดเห็นต่อ ปัจจัยด้านโครงสร้างองค์การด้านการตัดสินใจ และด้านภาวะผู้นำ แตกต่างจากบุคลากรที่มีอายุงาน ต่ำกว่า 10 ปี และ 11-20 ปี อย่างมีนัยสำคัญทางสถิติที่ระดับ .01 คำสำคัญ : ปัจจัยที่ส่งผล บรรยากาศองค์การ สถานศึกษาขั้นพื้นฐานขนาดเล็ก สำนักงานเขตพื้นที่การศึกษาอุบลราชธานี การจูงใจ ภาวะผู้นำ การตัดสินใจ การสื่อสาร โครงสร้างองค์การ The objectives of this study were to investigate the factors affecting organizational environments of small-sized basic schools under the jurisdiction of the Ubonratchathani Office of Educational Service Area 1 and to compare the opinions of school administrators and teachers toward the factors affecting organizational environments of small-sized basic schools on the bases of gender, educational level, length of service in schools. A total of 303 school administrators and teachers working uder jurisdiction of the Ubonratchathani Office of Educational Service Area 1 in the 2009 academic year, selected by means of the disproportionate stratified random sampling method, were employed as the sample group of the study. The research instrument was a five-scale rating survey questionnaire; of which face validity was examined by five experts and later tried out with 49 samples in ban Koh school group in order to seek its reliability. As a result, the reliability of five affecting factors yielded .976, and the reliability of Part 3 of the questionnaire, Organizational environments, yielded .947. The statistics namely percentage, mean, standard deviation, multiple regression analysis, t-test, and F-test were utilized in data analysis. The research findings were as follows: 1. The factors affecting organizational environments of small-sized basic schools under the jurisdiction of the Ubonratchathani Office of educational Service Area 1 in view of school administrators and teachers were found to be rated at the highest level. When looking closer at the affecting factors, the following factors, arranged from the highest to least mean scores, were resulted: Organizational structure Leadership, Motivation, Decision making, and Communication. The factors including, in the order of the highest to lowest, Organizational structure, Decision making, and Leadership, were able together to predict the organizational environments by 83 percent of accuracy. 2. The results of the comparison of the opinions of school administrators and teachers toward the factors affecting organizational environments of small-sized basic schools under the jurisdiction of the Ubonratchathani Office of Educational Service Area 1, of which the opinions were analyzed on the bases of gender, educational level, by utilizing t-test, were as the following. 2.1 The opinions of male and female respondents were found to be different at .05 level of significance in Decision-making factor whereas the remaining factors were not found to be different at a significant level. 2.2 The opinions of those who obtained bachelor degrees and higher degrees were found to be different at .05 level of significance and the opinions toward Leadership factor at .01 level of significance; however, of those on the Organizational structure factor were not found to be different at a significant level. 2.3 The results of the comparison of the opinions of school administrators and teachers toward the factors affecting organizational environments, of which the opinions were analyzed on the basis of school service, by utilizing F-test, showed that those who had served schools for 20 years and over and those who did it lower than 10 years and 11-20 years were found to be different at .01 level of significance.
