Abstract:
การวิจัยครั้งนี้มีวัตถุประสงค์ เพื่อพัฒนาตัวชี้วัดสมรรถภาพทางการวิจัยที่จำเป็นสำหรับนักวิชาการศึกษาในสำนักงานศึกษาธิการอำเภอ และเพื่อประเมินสมรรถภาพทางการวิจัยของนักวิชาการศึกษา สำนักงานศึกษาธิการอำเภอ เขตการศึกษา 10 ตามตัวชี้วัดที่พัฒนาขึ้น การวิจัย แบ่งเป็น 2 ระยะ คือ ระยะที่ 1 การพัฒนาตัวชี้วัดและเครื่องมือวัดสมรรถภาพทางการวิจัย ประกอบด้วย การกำหนดตัวชี้วัด สร้างแบบทดสอบตามตัวชี้วัด ทดลองใช้เครื่องมือและหาคะแนนจุดตัดจากผู้เชี่ยวชาญ กลุ่มตัวอย่างในการกำหนดตัวชี้วัดและสร้างแบบทดสอบตามตัวชี้วัด เป็น ผู้เชี่ยวชาญจากสถาบันอุดมศึกษาในท้องถิ่นและนักการศึกษา จำนวน 15 คน เป็นอาจารย์ที่ปฏิบัติการสอนในสถาบันราชภัฏ จำนวน 9 คน ผู้ช่วยศึกษาธิการจังหวัด จำนวน 2 คน ศึกษาธิการอำเภอ จำนวน 3 คน และศึกษานิเทศก์ จำนวน 1 คน กลุ่มตัวอย่างที่ใช้ในการหาคุณภาพของแบบทดสอบเป็นนักวิชาการศึกษา สำนักงานศึกษาธิการอำเภอ จังหวัดศรีสะเกษ จำนวน 35 คน และจังหวัดสุรินทร์ จำนวน 37 คน ผู้เชี่ยวชาญที่ทำการประเมินคะแนนจุดตัด มีจำนวน 10 คน เป็นอาจารย์ที่ปฏิบัติการสอนในสถาบันราชภัฏ จำนวน 6 คน ผู้ช่วยศึกษาธิการจังหวัด จำนวน 1 คน และศึกษาธิการอำภอ จำนวน 3 คน เครื่องมือที่ใช้ในการวิจัยเป็นแบบสอบถามความคิดเห็นของ ผู้เชี่ยวชาญเกี่ยวกับความสอดคล้องขององค์ประกอบสมรรถภาพการวิจัยกับ ตัวชี้วัดสมรรถภาพทางการวิจัย แบบสอบถามความคิดเห็นของ ผู้เชี่ยวชาญเกี่ยวกับความสอดคล้องระหว่างตัวชี้วัดสมรรถภาพทางการวิจัยกับข้อสอบ และแบบสอบถามความคิดเห็นของผู้เชี่ยวชาญเกี่ยวกับจำนวนข้อที่ต้องทำถูกในแบบทดสอบสมรรถภาพทางการวิจัย วิเคราะห์ข้อมูลโดยหาค่าความสอดคล้อง ขององค์ประกอบสมรรถภาพการวิจัยกับตัวชี้วัดสมรรถภาพทางการวิจัย และค่าความสอดคล้องระหว่างตัวชี้วัดสมรรถภาพทางการวิจัยกับข้อสอบ และวิเคราะห์คุณภาพของแบบทดสอบจากการทดลองใช้กับกลุ่มตัวอย่างจำนวน 2 ครั้ง โดยการหาค่าความยาก ค่าอำนาจจำแนก และค่า ความเชื่อถือได้ ระยะที่ 2 เป็นการประเมินสมรรถภาพทางการวิจัยของ นักวิชาการศึกษาตามตัวชี้วัด
ที่พัฒนาขึ้น ประชากรในการประเมินเป็นนักวิชาการศึกษา สำนักงานศึกษาธิการอำเภอ เขตการศึกษา 10 จำนวน 194 คน กำหนดขนาดของกลุ่มตัวอย่างตามตารางการประมาณ ขนาดกลุ่มตัวอย่างของ Krejcie และ Morgan ได้กลุ่มตัวอย่าง จำนวน 176 คน โดยวิธีการสุ่มอย่างง่าย เครื่องมือที่ใช้ในการวัดสมรรถภาพทางการวิจัยนักวิชาการศึกษา เป็นแบบทดสอบปรนัย ชนิด 5 ตัวเลือก ที่พัฒนาจากการวิจัยระยะที่ 1 วิเคราะห์ข้อมูลใช้ค่าร้อยละ ผลการวิจัยพบว่า
1. การพัฒนาตัวชี้วัดสมรรถภาพทางการวิจัยที่จำเป็นสำหรับนักวิชาการศึกษาในสำนักงานศึกษาธิการอำเภอ จากความเห็นของผู้เชี่ยวชาญ พบว่า ตัวชี้วัดสมรรถภาพทางการวิจัย ที่มีความสอดคล้องและเหมาะสมมีทั้งหมด 9 สมรรถภาพหลัก 23 สมรรถภาพย่อย ประกอบด้วย ความรู้ความสามารถเกี่ยวกับความรู้เบื้องต้นในการวิจัย ระเบียบวิธีวิจัยหรือกระบวนการวิจัย การออกแบบการวิจัย การเลือกกลุ่มตัวอย่างในการวิจัย การเลือกหรือพัฒนาเทคนิคและเครื่องมือในการวิจัยชนิดต่างๆ การเก็บรวบรวมข้อการเลือกใช้สถิติในการวิเคราะห์ข้อมูลได้เหมาะสมกับปัญหาการวิจัย การวิเคราะห์และแปลผลข้อมูล และการอ่านรายงานและเขียนรายงานการวิจัย เครื่องมือที่ใช้เก็บ ข้อมูลเพื่อการประเมินเป็นแบบทดสอบที่พัฒนาขึ้นตามตัวชี้วัดสมรรถภาพทางการวิจัย เป็นแบบทดสอบปรนัยชนิด 5 ตัวเลือก จำนวน 66 ข้อ มีค่าความสอดคล้องอยู่ระหว่าง .53 1.00 ค่าความยากอยู่ระหว่าง .20 .80 ค่าอำนาจจำแนกอยู่ระหว่าง .20 - .88 ค่าความแม่นตรง เชิงโครงสร้าง .32 ค่าความเชื่อถือได้ .88 กำหนดจุดตัดโดยความเห็นของผู้เชี่ยวชาญ มีคะแนนจุดตัดแบบทดสอบสมรรถภาพทางการวิจัย สมรรถภาพที่ 1 ถึง สมรรถภาพที่ 9 อยู่ที่ 4, 13, 3, 3, 9, 4, 5, 10, 6 ตามลำดับ
2. ผลการประเมินสมรรถภาพของนักวิชาการศึกษา สำนักงานศึกษาธิการอำเภอ เขตการศึกษา 10 มีสมรรถภาพทางการวิจัยเกี่ยวกับความรู้เบื้องต้นเกี่ยวกับการวิจัย ผ่านเกณฑ์มากที่สุด รองลงมาคือ สมรรถภาพเกี่ยวกับความรู้ความสามารถในการเก็บรวบรวมข้อมูล สมรรถภาพเกี่ยวกับความรู้ความสามารถในการเลือกกลุ่มตัวอย่างในการวิจัย และสมรรถภาพเกี่ยวกับความรู้ ความสามารถในการออกแบบการวิจัย ส่วนสมรรถภาพที่นักวิชาการศึกษาผ่านเกณฑ์ได้น้อยที่สุด ได้แก่ สมรรถภาพเกี่ยวกับความรู้ความสามารถในการเลือกสถิติในการวิเคราะห์ข้อมูลได้เหมาะสมกับปัญหาการวิจัย รองลงมาคือ สมรรถภาพเกี่ยวกับความรู้ความสามารถในการวิเคราะห์และแปลผลข้อมูล สมรรถภาพเกี่ยวกับความรู้ความสามารถในระเบียบวิธีวิจัยหรือกระบวนการวิจัย และสมรรถภาพเกี่ยวกับความรู้ความสามารถในการเลือกหรือพัฒนาเทคนิคและเครื่องมือในการวิจัยชนิดต่างๆเมื่อพิจารณาเป็นรายบุคคลตามจำนวนสมรรถภาพที่ผ่านเกณฑ์ พบว่า มีผู้ที่มีความรู้ความสามารถเชิงวิจัยดีมาก ผ่านทุกสมรรถภาพ จำนวน 21 คน ผู้มีความรู้ความสามารถทางการวิจัยค่อนข้างดี ผ่าน 5 - 8 สมรรถภาพ จำนวน 58 คน และเป็นผู้ที่มีความรู้ความสามารถทางการวิจัยค่อนข้างต่ำผ่านต่ำกว่า 4 สมรรถภาพ จำนวน 64 คน
The purposes of this study were to develop the indicators for research competencies requires for educational officials in district educational offices and to evaluate the research competencies of the educational officials in the district educational offices in Educational Region 10, based on the developed indicators. There were two stages of this research: the indicator development stage and the evaluation stage. In the indicator development stage, the researcher determined indicators and developed a test according to the indicators. This test was then tried out to determine the cutting point by experts. These experts included nine instructors at Rajabhat Institutes, two assistant provincial educational official chiefs, three district educational official chiefs, and one educational supervisor, which accounted for the total number of 15 experts. These experts evaluated the relevancy of the elements of the research competencies to the indicators and the relevancy of the indicators to the test. The subjects used to test the quality of the test were 35 educational officials in Srisaket Provincial Educational Office and 37 educational officials in Surin Provincial Educational Office. Ten experts - six teachers from Rajabhat Institutes, one assistant to provincial educational official chief, and three district educational official chiefs determined the cutting point. The instruments used in this stage included questionnaires for the experts to see whether or not the elements of research competency corresponded with the indicators for research competency, and whether or not the indicators and the test were relevant; and to consider the number of items on the test that need to be correctly answered. The analysis of data was performed to the level of difficulty, the discriminatory power, and the reliability of the test items. The second stage involved the evaluation of the educational officials research competencies. From the total number of 194 educational officials in Educational Region 10, 176 were selected to be the sample group, selected by sample random sampling, the size of which was determined by using krejcie and Morgan Table. The instrument used for data collecting was the test developed in the first stage, which was a multiple-choice test with five choices for each item. The data were then analyzed using percentage.
The research findings were as follows:
1. It was found that nine main research competencies and 23 sub - competencies were relevant and appropriate for the evaluation. These competencies included the capability of dealing with the following areas : basic research knowledge, research methods or processes, research designs, research sampling, research instrument construction, data collecting, data interpretation, and reading and writing research reports. The instrument used data collecting for an evaluation was the test developed according to the indicators was a sixty - six - item multiple - choice test with five choices. The test revealed the relevancy value from .53 to 1.00, the difficulty level from .20 to .80, the discriminatory value from .20 to .88, the structural validity of .32 and the reliability value of .88. The cutting points of competency one to nine was found at items 4 , 13 , 3 , 3 , 9 , 4 , 5 , 10 , 6 respectively.
2. The result of the test revealed that the competency on basic knowledge of research had the highest number of the educational officials in the district educational offices in Educational Region 10 , who met the criteria. Other competencies that also had a large number of those who met the criteria were in a subsequent order from high to low as follows : the ability to collect data, the ability to choose the sample group, and the ability to design research. The area that had the least number of the educational officials who met the criteria was the ability to choose the statistical procedures to analyze data. Other areas that had a considerably small number of the educational officials who met the criteria were in the following subsequent order : the ability to analyze data. the ability to analyze and interpret data, the knowledge on research methods or processes, and the ability to develop research techniques and instruments. Taking individual educational officials into consideration, the researcher found that 21 educational officials met the criterion of all competencies, 58 met the criterion of five to eight competencies, and 64 met the criterion of less than four competencies
