Abstract:
การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อประเมินผลการจัดการศึกษาระดับก่อนประถมศึกษาในโรงเรียนประถมศึกษา สังกัดสำนักงานการประถมศึกษาจังหวัดอุบลราชธานี โดยใช้รูปแบบการประเมินของ Stake
กลุ่มตัวอย่างที่ใช้ในการวิจัยครั้งนี้ จำนวน 556 คน แยกเป็นผู้บริหารโรงเรียนจำนวน 278 คน และครูที่ทำการสอนระดับก่อนประถมศึกษา จำนวน 278 คน ได้มาโดยวิธีการสุ่มแบบแบ่งชั้น เครื่องมือที่ใช้นการเก็บรวบรวมข้อมูลเป็นแบบประเมินมีลักษณะเป็นแบบมาตราส่วนประมาณค่า 3 ระดับ โดยใช้เกณฑ์มาตรฐานโรงเรียนประถมศึกษา พ.ศ. 2541 สังกัดสำนักงานการประถมศึกษาแห่งชาติ ด้านมาตรฐานการเรียนการสอน และด้านมาตรฐานการบริหารโรงเรียน สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ค่าร้อยละ ค่าเฉลี่ย และส่วนเบี่ยงเบนมาตรฐาน
ผลการวิจัย พบว่า
โรงเรียนประถมศึกษา สังกัดสำนักงานการประถมศึกษาจังหวัดอุบลราชธานีจัดการศึกษาระดับก่อนประถมศึกษา โดยภาพรวมทุกมาตรฐานอยู่ในระดับคุณภาพที่น่าพอใจค่อนข้างสูง ส่วนมาตรฐานการเรียนการสอนโดยภาพรวมอยู่ในคุณภาพที่น่าพอใจ เมื่อพิจารณารายมาตรฐานที่อยู่ในระดับคุณภาพน่าพอใจขั้นสูง 3 มาตรฐาน คือ มาตรฐานที่ 7 จัดสิ่งแวดล้อมและบรรยากาศการเรียนการสอน ส่งเสริมให้นักเรียนเรียนรู้อย่างมีความสุขและประสบผลสำเร็จ มาตรฐานที่ 6 จัดการเรียนการสอน โดยปลูกผังคุณธรรม จริยธรรมและคุณลักษะที่ดี และมาตรฐานที่ 2 จัดการเรียนการสอนให้ฝึกคิด ปฏิบัติจริงประเมินและปรับปรุงตน ส่วนมาตรฐานอื่น ๆ อยู่ในระดับคุณภาพที่น่าพอใจค่อนข้างสูง ส่วนมาตรฐานการบริหารโรงเรียนโดยรวมทุกมาตรฐาน และตัวบ่งชี้อยู่ในระดับคุณภาพที่น่าพอใจค่อนข้างสูง 5 มาตรฐาน คือ มาตรฐานที่ 1 โรงเรียนใช้แผนเป็นเครื่องมือในการบริหารงานอย่างมีประสิทธิภาพ มาตรฐานที่ 3 โรงเรียนจัดกิจกรรมหลากหลายเพื่อสนับสนุนการเรียนการสอน มาตรฐานที่ 4 โรงเรียนประสานความร่วมมือจากทุกฝ่ายเพื่อพัฒนาโรงเรียน มาตรฐานที่ 5 โรงเรียนประเมินผลการปฏิบัติงานอย่างเป็นระบบ และทุกตัวบ่งชี้อยู่ในระดับคุณภาพที่น่าพอใจค่อนข้างสูงทุกตัวบ่งชี้
The purpose of this research was to evaluate the outcomes of the organization of pre-elementary education in primary education in primary schools under the jurisdiction of Ubon Ratchathani Provincial office of Primary Education, using Stakes evaluation from.
The sample group consisted of 278 school administrators and 278 pre-elementary education teachers selected by means of the stratified random sampling. The instrument used in the data collecting was an evaluation from with a three-level Likert Scale. The evaluation was based on the Standards for Primary Schools under the jurisdiction of the office of National Primary Education commission, B.E.2541, which included the standards for instruction and school management. The statistical procedures employed were percentage, mean, and standard deviation.
The research findings were as follows:
The organization of the pre-elementary education in the primary schools under the jurisdiction of ubon Ratchathani provincial office of Primary education was of high quality with the process of teaching and the management that strongly supported the instructional activities and allowed the student quality. When the seven individual standard for teaching and learning were taken into consideration, three standards were found to have high quality. These there standards are teaching and learning environment and atmosphere (standard 7), learning focusing on morality and personality (standard 6) and learning focusing on thinking process (standard 2). Other standards for teaching and learning were found to have relatively high quality. As for the overall standards of school management the indicators showers showed that they had relatively high quality. Looking into individual standards of this aspect, the researcher found that five standards had relatively high quality. They include standard 1: using a management plan to efficiently manage the schools, Standards 2: supporting the teachers for their career development, standard 3: organizing various activities to promote the teaching and learning, standard 4: coordinating all parties to develop the school, Standard 5: systematically evaluating the operation. All indicators were also found to have relatively high quality
