Abstract:
การวิจัยนี้มีวัตถุประสงค์เพื่อสร้างตัวชี้วัดสำหรับการประเมินการดำเนินงานทะเบียนวัดผล และเพื่อประเมินการดำเนินงานทะเบียนวัดผลของโรงเรียนระดับมัธยมศึกษาในจังหวัดอุบลราชธานีตามองค์ประกอบและตัวชี้วัดที่พัฒนาขึ้น โดยประยุกต์ใช้รูปแบบการประเมิน The Mckinsey Seven Ss Model และ 2000 Criteria for Performance Excellence วิธีดำเนินการวิจัยแบ่งเป็น 2 ระยะ คือ ระยะที่ 1 พัฒนาตัวชี้วัดจากความคิดเห็นของผู้เชี่ยวชาญ ซึ่งได้ดำเนินการเป็น 2 รอบ รอบแรกผู้เชี่ยวชาญจำนวน 17 คน เสนอความเห็นเกี่ยวกับความสอดคล้อง ของตัวชี้วัดกับกรอบที่กำหนดเป็นมาตรฐานการดำเนินงานทะเบียนวัดผล แล้วนำมาวิเคราะห์หาค่าความสอดคล้อง (IOC) และเลือก ตัวชี้วัดที่มีค่าความสอดคล้องตั้งแต่ .50 ขึ้นไป จัดทำเป็นแบบสอบถามแบบประเมินค่า 5 ระดับ ส่งให้ผู้เชี่ยวชาญ จำนวน 8 คน พิจารณาความเหมาะสมของตัวชี้วัด การวิเคราะห์ข้อมูลด้วยค่าเฉลี่ย ค่าเบี่ยงเบนมาตรฐานและค่าสัมประสิทธิ์การกระจาย (CV) เพื่อให้ได้ตัวชี้วัดที่เหมาะสมนำไปใช้สร้างเครื่องมือประเมินการดำเนินงานในระยะที่ 2 ระยะที่ 2 เป็นการประเมินการดำเนินงานทะเบียนวัดผลของโรงเรียนมัธยมศึกษา ในจังกวัดอุบลราชธานี จำนวน 21 โรงเรียน ซึ่งได้มาจากการสุ่มแบบชั้นภูมิ (Stratifled Random Sampling) จากโรงเรียนทั้งหมด 74 โรงเรียน เครื่องมือที่ใช้เป็นแบบประเมินที่ผู้วิจัยพัฒนามาจากตัวชี้วัดที่เป็นผลการวิจัยระยะที่ 1 ตรวจสอบคุณภาพในแง่ความชัดเจนในการสื่อสารของเครื่องมือโดยนำเครื่องมือไปทดลองใช้กับโรงเรียนจำนวน 5 โรงเรียน จากนั้นนำไปเก็บข้อมูลจากโรงเรียนที่เป็นกลุ่มตัวอย่างโดยให้โรงเรียนทำการประเมินตนเองพร้อมทั้งแสดงเอกสารหลักฐาน อ้างอิง หลังจากนั้นผู้วิจัยได้เข้าไปตรวจสอบเอกสารหลักฐานและสัมภาษณ์เพิ่มเติม เพื่อยืนยันข้อมูลอีกครั้ง สถิติที่ใช้ในการวิเคราะห์ข้อมูล คือ ค่าร้อยละ และใช้คะแนนร้อยละ 60 ขึ้นไป เป็นเกณฑ์การตัดสินการประเมินผ่านแต่ละองค์ประกอบ
ผลการวิจัย พบว่า
1. ตัวชี้วัดที่ได้รับการยอมรับว่ามีความเหมาะสมที่จะใช้เป็นมาตรฐานการปฏิบัติงานทะเบียนวัดผลของโรงเรียนระดับมัธยมศึกษา ในจังหวัดอุบลราชธานี มี 10 องค์ประกอบ โดยมีตัวชี้วัด 23 ตัวชี้วัด คือ 1) การจัดทำนโยบายการบริหารงานทะเบียน วัดผลอย่างชัดเจนของโรงเรียน 2) มีแนวทางในการพัฒนางานทะเบียนวัดผลอย่างเป็นระบบ 3) การจัดโครงสร้างองค์กรเพื่อกำฟนดส่วนงานรองรับการพัฒนางานทะเบียนวัดผลอย่างชัดเจนและเป็นระบบ 4) การมอบอำนาจหน้าที่ให้คณะบุคคลผู้รับผิดชอบในการบริหารงานทะเบียนวัดผลดำเนินการอย่างเป็นระบบชัดเจนและรับรู้ทั่วถึงกัน 5) การจัดให้มีคู่มือปฏิบัติงานและมาตรฐานการบริหารงานทะเบียนวัดผล 6)การมีกระบวนการขั้นตอนในการพัฒนางานวัดผลงานทะเบียนในลักษณะทีมงานองค์กรการเรียนรู้ 7) การมีแผนในการบริหารงานทะเบียนวัดผลที่เป็นระบบสามารถตรวจสอบความก้าวหน้าและผลการดดำเนินงาน 8) การสร้างความเข้าใจในเรื่องการบริหารงานทะเบียนวัดผลแก่บุคลากรและเจ้าหน้าที่ที่เกี่ยวข้อง 9) บุคลากรมีคุณวุฒิตรงกับลักษณะงานที่รับผิดชอบและมีประสบการณ์ในการปฏิบัติงานทะเบียนและวัดผล 10) บุคลากรที่รับผิดชอบในการพัฒนาระบบบริหารงานทะเบียนและวัดผลมีเพียงพอ 11) บุคลากรงานทะเบียนวัดผลที่มีขีดความสามารถเพียงพอในการปฏิบัติหน้าที่ 12) บุคลากรที่รับผิดชอบมีทักษะประสบการณ์ 13)นโยบายการบริหารงานทะเบียนวัดผลที่สอดคล้องกับนโยบายของกรมสามัญศึกษาและมีจุคเน้นเฉพาะ 14) ผู้บริหารและบุคลากรในโรงเรียนมีส่วนร่วมในการพัฒนางานทะเบียนวัดผล 15) ผู้บริหารและบุคลากรในโรงเรียนให้ความสนใจและสนับสนุนให้มีการพัฒนาระบบ 16) การจัดกิจกรรมการสร้างความรู้ความเข้าใจประโยชน์ของการพัฒนางานทะเบียนวัดผล 17) มี Software ช่วยในการบริหารและดำเนินการทะเบียนและวัดผล 18) ระบบฐานข้อมูลที่เอื้ออำนวยต่อการพัฒนางานทะเบียนและวัดผล 19) ความพร้องของโครงสร้างพื้นฐานด้านระบบสารสนเทศที่สามารถรับการพัฒนางานทะเบียนวัดผลที่จะดำเนินในอนาคต 20) การวางแผนการใช้งบประมาณเพื่อการบริหารงานทะเบียนวัดผลไว้อย่างชัดเจน 21) การจัดงบประมาณสนับสนุนงานทะเบียนวัดผลอย่างเพียงพอ 22) ผลการดำเนินงานทะเบียนและวัดผลมีมาตรฐานที่เหมาะสมและตรวจสอบได้ และ 23) ผลการดำเนินงานทะเบียนวัดผลมีประสิทธิภาพและพัฒนาคุณภาพอย่างเป็นระบบ
2. ผลการประเมินในการดำเนินงานทะเบียนและวัดผล พบว่า มีโรงเรียนขนาดใหญ่เพียง 1 โรงเรียนเท่านั้นที่มีคะแนนผ่านเกณฑ์และผ่านการประเมินองค์ประกอบทุกองค์ประกอบ ส่วนผลการประเมินโดยคะแนนรวมจากโรงเรียนอื่น ๆที่เหลือพบว่า มีโรงเรียนผ่านเกณฑ์ 16 โรงเรียน ไม่ผ่านเกณฑ์ 4 โรงเรียน และเมื่อพิจารณาเป็นรายองค์ประกอบ พบว่าองค์ประกอบที่มีปัญหามากที่สุด คือองค์ประกอบด้านบุคลากร รองลงมาคือ ด้านระบบงาน ด้านระบบเทคโนโลยี ส่วนองค์ประกอบที่มีปัญหาน้อยเรียงตามลำดับ ได้แก่ องค์ประกอบโครงสร้าง ด้านแบบแผนการปฏิบัติงาน และงบประมาณ
The purposes of this research were to construct indicators for an evaluation of the registration and evaluation management of the secondary schools in Ubon Ratchathani Province by applying The Mckinsey Seven Ss Model and the 2000 Criteria for Performance Excellence. The study was divided into two stages. Stages. Stages 1 was the development of the indicators derived from the perception of specialists collected two times. The first time was collected from 17 specialists whose perception agreed with the indicators within the standard framework of the registration management. Then the index of consistence (IOC) was analyzed and the indicators with IOC .05 and above were chosen as a basic for constructing a five-scale questionnaire to be judged by eight specialists. The statistics procedures used for data analysis were arithmetic mean, standard deviation, and coefficient of variation (CV) in order to obtain suitable indicators to construct the evaluation instruments in the second stage which was the evaluation of the registration management in 21 schools selected by stratified random sampling from the total of 74 schools. The instrument, development by the researcher from the indicators received from the first stage, was tried out in five schools and then used to collect data from the sampled schools. There schools prepared their self-evaluation supported by documentary evidences, and references. The researcher then collected the data, checked the documents and did more interview in order to reaffirm the data. The statistics used for data analysis was percentage and the passing score for the evaluation was 60% for each component.
The research findings was as follows :
1. The indicators suitable for being the standard for registration management in secondary schools in Ubon Ratchathani Province consisting of 10 factors by 23 indicators, namely : (1) setting a clear policy for registration management in the school, (2) a systematic approach for registration development, (3) setting up a clear and systematic organizational structure to handle registration development, (4) authorizing groups of people to be responsible for a clear and systematic registration development, which is transparent to all, (5) providing a work manual and standard registration development, (6) having process for registration development as a team work and a learning organization, (7) having a systematic planning for registration development that progress check can be made and followed-up, (8) making understanding on registration and evaluation management among the personnel concerned, (9) having personnel with the right qualification for the job responsibility in registration development, (10) having personnel responsible for the development of the registration and evaluation system, (11) the registration and evaluation personal having adequate potentiality of working, (12) the personnel responsible having experience and skills, (13) the policy on registration and evaluation management complying to the policy of the Department of general Education with a special emphasis, (14) the administrator and personal in the schools participating in the development of registration and evaluation management, (15) the administrators and personal being interested in and supportive to the system development, (16) organization activities that provide knowledge understanding and usefulness in the development of the registration and evaluation management, (17) having the software which helps the management of registration and evaluation, (18) having the data base system supportive to the development of registration and evaluation, (19) the readiness of the infra-structure in information system which can handle the future development, (20) having set a clear budgeting plan for the registration and evaluation management, ()21 subsidizing adequate budget for registration and evaluation, (22) having a standardized out-come on registration and evaluation that can be checked, and (23) having effective out-come on registration and evaluation that can be systematically developed.
2. An evaluation of the registration and evaluation management reveled that only one big school passing criterion and passed every factor. The total scores of other schools showed that only 16 schools passed the criterion while four schools did not. When considering each factor, it was found that the factor with the most problem was on personnel, followed by work system, and technological factor. The factors with the least problem were structural factor, followed by working plan, and budgeting respectively
