Abstract:
This research aimed to 1) study the successful and unsuccessful management
of local health insurance fund in Suratthani Province, 2) analyze the context, inputs,
processes, and products of local health insurance fund management in Suratthani
Province, and 3) propose a model for developing efficient local health security fund
management. The study used the CIPP (Context-Input-Process-Product) evaluation
model. The data were collected through in-depth interviews with 38 key informants
and questionnaires were distributed to 400 samples who were fund committee
members, public health personnel, community representatives, and stakeholders in
Surat Thani Province.
The research findings found that successful funds had notable characteristics:
transparent management, clear operational planning, and the ability to create
community participation and collaboration among local stakeholders. This enables
projects to be implemented effectively and genuinely address the needs of the local
population. The successful fund management also involved transparent budget
management and continuous monitoring enabling citizens to equally access health
services and benefit from the fund. Conversely, unsuccessful funds faced several
problems, including a lack of effective coordination among relevant agencies, failure
in project follow-up, and a lack of public understanding regarding the role and benefits of the fund. These issues resulted in operations that fail to fully meet the needs of the population.
