This study aimed to (1) examine the current conditions of entrepreneurial characteristics, (2) assess the developmental needs, and (3) construct a model for developing entrepreneurial characteristics among conscripted soldiers before discharge from the Royal Thai Army. For the quantitative phase, a sample of 416 conscripted soldiers was selected through simple random sampling, using a structured questionnaire as the primary research instrument. The qualitative phase involved semi-structured interviews with ten conscripted soldiers and five commanding officers, while expert validation was conducted by eight specialists. Quantitative data were analyzed using descriptive statistics and Priority Needs Index (PNI), whereas qualitative data were analyzed through content and thematic analysis. The results indicated that the soldiers demonstrated a high level of entrepreneurial characteristics across all dimensions, particularly motivation (M = 4.12) and integrity (M = 3.94), while opportunity recognition showed the lowest mean score (M = 3.47). The needs assessment revealed continued demand for strengthening motivation (M = 4.05) and integrity (M = 4.01). Qualitative findings showed that soldiers possess strong moral foundations, discipline, and intrinsic motivationkey pillars of entrepreneurial potentialbut lack business knowledge, creative problem-solving skills, and confidence in risk-taking. Commanding officers similarly emphasized the importance of knowledge enhancement, hands-on training, and mentorship before discharge to prepare soldiers to become moral, innovative, and sustainable entrepreneurs capable of contributing to community and economic development. Insights from both phases informed the development of the RISE Model, a system-based framework with four stagesRoot & Resolve, Ideate & Inspire, Solve & Survive, and Evaluate & Elevatedesigned to holistically strengthen entrepreneurial characteristics before discharge
