Abstract:
This research aims to 1) study the current and desirable conditions of effective school-based administration, 2) develop an effective school-based administration model, and 3) evaluate the effective school-based administration model of schools under the Secondary Educational Service Area Office Suratthani Chumphon. It uses research and development methods with 3 steps: Step 1 involves studying the current and desirable conditions of effective school-based administration. The sample group consisted of 130 school administrators, selected by way of simple random sampling. The instrument used was a questionnaire and the data were analyzed using mean and standard deviation. Step 2 is developing an effective school-based administration model. The model was examined
using an interview form with 7 qualified persons who were chosen based on the purposive selection method. Lastly, Step 3 consists of evaluating the effective school-based administration model using the same sample group as in Step 1. The instrument used was a
questionnaire and the data were analyzed using mean and standard deviation. The results showed that 1) the overall current status of effective school-based administration is at the moderate level and the overall desired status of effective school based administration is at the high level. The needs are ranked from most to least as follows: academic administration, budget administration, general administration, and personnel administration. 2) The effective school-based administration model consists of 6 components: (1) principles of the model, (2) objectives of the model, (3) administration scope, (4) operational process, (5) effectiveness of the model, and (6) conditions for success. Finally, 3) the effective school-based administration model of schools under the Secondary Educational Service Area Office Suratthani Chumphon is appropriate and feasible at the high level in all aspects.
