ABSTRACT
The purpose of this research were: 1) to explore the strategic management of school administrators under Roi Et Primary Educational Service Area 3; 2) to explore the learner qualities in schools under Roi Et Primary Educational Service Area 3; 3) to investigate the relationship between the strategic management of school administrators and the learner qualities; and 4) to investigate the strategic management affecting learner qualities in schools under Roi Et Primary Educational Service Area Office 3. The samples were 331 school administrators and teachers under Roi Et Primary Educational Service Area 3. The samples were randomized by
using proportional stratified random sampling technique depending upon the school sizes. The research instrument was a 5-rating scale questionnaire with 0.94 of reliability of strategic management part, and 0.96 of learner quality part. Statistics used in analyzing data were percentage, mean, standard deviation, Pearson product moment correlation coefficient, and stepwise multiple regression.
Research results were: 1) Strategic management of school administrators overall and each aspect was at a high level; 2) The learner qualities overall and each aspect was at a high level; 3) The relationship of strategic management of school administrators and learner qualities was very high positive; and 4) Strategic management of school administrators in which strategic control and evaluation (X5),
organizational direction determination (X2), strategic formulation (X3) and strategy implementation (X4) together 84.1 percent of predicted the learner qualities with .01 statistically significance. The predicting equation can be written as follows. Predicted equation in raw score:
