Abstract: สารนิพนธ์ฉบับนี้มีวัตถุประสงค์ดังนี้ 1) เพื่อศึกษาระดับประสิทธิผลการพัฒนาชุมชนขององค์การบริหารส่วนจังหวัดแพร่ 2) เพื่อศึกษาความสัมพันธ์ระหว่างหลักอิทธิบาท 4 กับประสิทธิผลการพัฒนาชุมชนขององค์การบริหารส่วนจังหวัดแพร่ 3) เพื่อศึกษาปัญหา อุปสรรค และข้อเสนอแนะเกี่ยวกับประสิทธิผลการพัฒนาชุมชนขององค์การบริหารส่วนจังหวัดแพร่ วิธีการดำเนินการวิจัย เป็นการวิจัยแบบผสานวิธี ในการวิจัยเชิงปริมาณ ใช้วิธีการวิจัยเชิงสำรวจ กลุ่มตัวอย่างที่ใช้ในการวิจัย คือ ประชากรที่อาศัยอยู่ในเขตอำเภอเมืองแพร่ จังหวัดแพร่ จำนวน 3 ตำบล ได้แก่ ตำบลแม่หล่าย ตำบลร่องฟอง ตำบลน้ำชำ โดยใช้วิธีการสุ่มตัวอย่างจากสูตรของ ท่าโร่ ยามาเน่ (Taro Yamane) ได้กลุ่มตัวอย่าง จำนวน 400 คน จากจำนวนประชากรทั้งหมด 9,987 คน วิเคราะห์ข้อมูลด้วยการหาความถี่ ค่าร้อยละ ค่าเฉลี่ย ค่าเบี่ยงเบนมาตรฐาน และการหาค่าความสัมพันธ์ระหว่างหลักอิทธิบาท 4 กับประสิทธิผลการพัฒนาชุมชนขององค์การบริหารส่วนจังหวัดแพร่ โดยใช้วิธีการหาค่าสัมประสิทธิ์สหสัมพันธ์แบบเพียร์สัน และการวิจัยเชิงคุณภาพ ใช้การสัมภาษณ์เชิงลึกกับผู้ที่ให้ข้อมูลสำคัญ จำนวน 9 รูปหรือคน โดยใช้เทคนิคการวิเคราะห์เนื้อหาประกอบบริบท นำเสนอเป็นความเรียงประกอบตารางแจกแจงความถี่ของผู้ให้ข้อมูลสำคัญเพื่อสนับสนุนข้อมูลเชิงปริมาณ ผลการวิจัยพบว่า 1. ระดับประสิทธิผลการพัฒนาชุมชนขององค์การบริหารส่วนจังหวัดแพร่ ด้านรัฐศาสตร์ทั้ง 5 ด้าน โดยภาพรวมมีค่าเฉลี่ยทุกด้านอยู่ในระดับมาก (x̄= 3.87, S.D. = 0.44) เมื่อพิจารณาเป็นรายด้านโดยเรียงลำดับค่าเฉลี่ยจากมากไปหาน้อย พบว่าด้านที่มีค่าเฉลี่ยมากที่ที่สุด ได้แก่ ด้านการปรับเปลี่ยน (x̄ = 3.97, S.D. = 0.40) รองลงมาด้านการพัฒนา (x̄ = 3.94, S.D. = 0.46) และด้านที่มีค่าเฉลี่ยน้อยที่สุด ได้แก่ ด้านประสิทธิภาพ (x̄=3.76, S.D. = 0.57) 2. ความสัมพันธ์ระหว่างหลักอิทธิบาท 4 กับประสิทธิผลการพัฒนาชุมชนขององค์การบริหารส่วนจังหวัดแพร่ โดยภาพรวม มีความสัมพันธ์เชิงบวก ในระดับค่อนข้างสูง (r= .782**) จากการทดสอบสมมุติฐาน พบว่า หลักอิทธิบาท 4 กับประสิทธิผลการพัฒนาชุมชนขององค์การบริหารส่วนจังหวัดแพร่ มีความสัมพันธ์ในเชิงบวก อย่างมีนัยสำคัญทางสถิติที่ระดับ 0.01 จึงยอมรับสมมติฐาน 3. ปัญหาอุปสรรค ประสิทธิผลการพัฒนาชุมชนขององค์การบริหารส่วนจังหวัดแพร่ พบว่า มีบุคลากรน้อยเกินไปในการเข้าไปรับฟังปัญหาและอุปสรรคที่แท้จริงของชุมชนช่องทางในการให้ประชาชนแสดงความคิดเห็นน้อยเกินไป การจัดสรรงบประมาณไปยังในแต่ละชุมชนยังไม่ทั่วถึง การประชาสัมพันธ์ทำให้ชุมชนมีส่วนร่วมน้อยทั้งในด้านการแสดงความคิดเห็นและการตรวจสอบ ข้อเสนอแนะแนวทางพัฒนาของประสิทธิผลการพัฒนาชุมชนขององค์การบริหารส่วนจังหวัดแพร่ ควรเพิ่มจำนวนบุคลากรเข้าไปรับฟังปัญหาและอุปสรรคจากประชาชนเพื่อใช้เป็นฐานข้อมูลในการพิจารณาจัดทำแผนพัฒนาชุมชน อีกทั้งควรเปิดช่องทางการแสดงความคิดเห็นของประชาชนให้มากขึ้นโดยการให้ใช้เทคโนโลยีทางการสื่อสาร เช่น กลุ่ม LINE กลุ่ม Facebook นอกจากนี้ควรมีการกำหนดแผนนโยบายและกำหนดงบประมาณในการพัฒนาชุมชนให้เหมาะสมอีกทั้งควรมีการประชาสัมพันธ์ให้ประชาชนรับรู้ถึงแผนงานและวิธีการดำเนินงานให้มากขึ้นโดยมุ่งเน้นให้ประชาชนได้มีส่วนร่วมในแผนพัฒนาชุมชนที่ได้กำหนดขึ้น

Abstract: Objectives of this thesis were: 1. To study the level of community development effectiveness of Phrae Provincial Administrative Organization, 2. To study the relationship between Itthipada 4 principle and the effectiveness of community development of Phrae Provincial Administration Organization and 3. To study problems, obstacles and suggestions on the effectiveness of community development of Phrae Provincial Administration. Methodology was the mixed methods. The quantitative research used exploratory method to collect data from samples who were people from 3 sub-districts, namely Mae Lai, Rong Phong and Nam Sum Sub-Districts, Mueang Phrae District, Phrae Province, using the sampling method from Taro Yamane's formula, obtained 400 samples, derived from the total population of 9,987 people and analyzed the data by frequency, percentage, average, standard deviation, and determining the relationship between Itthipada 4 principle and the effectiveness of community development of Phrae Provincial administrative Organization, using the Pearson’s Correlation Coefficient method. The qualitative research, data were collected from 9 key informants by in-depth interviews and analyzed data by content descriptive interpretation and presented in form of essay, and the table enumerating the frequency of key informants to support quantitative data. Findings were as follows: 1. Level of community development effectiveness of Phrae Provincial Administrative Organization in line with the five political science aspects, by overall were at high level (x̄ = 3.87, S.D. = 0.44). When considered on aspect-by-aspect basis, in descending order of averages. It was found that the aspect with highest average was the modification aspect (x̄ = 3.97, S.D. = 0.40), followed by the development aspect (x̄ = 3.94, S.D. = 0.46), and the aspect with the lowest average was the performance aspect (x̄ = 3.76, S.D. = 0.57). 2. The relationship between Itthipada 4 principles and the effectiveness of community development of the Phrae Provincial Administrative Organization, by overall, had a positive correlation at fairly high level. (r= .782**) Based on hypothetical tests, it was found that Itthipada 4 principles and the effectiveness of community development of Phrae Provincial Administrative Organization were positively correlated with statistically significant level of 0.01,thus accepting the set hypothesis. 3. Problems and obstacles of effectiveness of community development of Phrae Provincial Administrative Organization were found that there were too few personnel to listen to the real problems and obstacles of the community. Too few channels for the people to express their opinions. Budget allocation to each community was not thorough, and publicity makes the community less involved in both commenting and reviewing. Suggestions : developmentapproaches to community development effectiveness of Phrae Provincial Administrative Organization were found that; More personnel should listen to problems and obstacles from the public to use as a database for considering community development plans. In addition, more channels for public opinion expression should be opened by using communication technologies such as LINE groups, Facebook groups, and policy plans and budgets for community development should be established accordingly. In addition, there should be more publicity to the public about the plan and how it operates, with a focus on getting the public involved in the community development plan that has been formulated.
