Abstract: งานวิจัยฉบับนี้มีวัตถุประสงค์เพื่อ 1) เพื่อศึกษาระดับภาวะผู้นำของผู้ปกครองท้องที่ในการบริหารจัดการการแพร่ระบาดของโรคติดเชื้อไวรัสโคโรนา 2019 ในตำบลพระหลวง อำเภอสูงเม่น จังหวัดแพร่ 2) เพื่อศึกษาความสัมพันธ์ระหว่างหลักสัปปุริสธรรม 7 กับภาวะผู้นำของผู้ปกครองท้องที่ในการบริหารจัดการการแพร่ระบาดของโรคติดเชื้อไวรัสโคโรนา 2019 ในตำบลพระหลวง อำเภอสูงเม่น จังหวัดแพร่ 3) เพื่อศึกษาปัญหา อุปสรรค และข้อเสนอแนะแนวทางภาวะผู้นำของผู้ปกครองท้องที่ในการบริหารจัดการการแพร่ระบาดของโรคติดเชื้อไวรัสโคโรนา 2019 ในตำบลพระหลวง อำเภอสูงเม่น จังหวัดแพร่ วิธีดำเนินการวิจัยเป็นการวิจัยแบบผสานวิธี โดยใช้วิธีการวิจัยเชิงสำรวจ การวิจัยเชิงปริมาณ กลุ่มตัวอย่างที่ใช้ในการวิจัย คือ ประชาชนที่อาศัยอยู่ในเขตพื้นที่ของตำบลพระหลวง อำเภอสูงเม่น จังหวัดแพร่ ที่มีอายุ 18 ปีขึ้นไป โดยใช้วิธีการสุ่มตัวอย่างจากสูตรของทาโร่ ยามาเน่ ได้กลุ่มตัวอย่าง จำนวน 357 คน จากจำนวนประชากรทั้งหมด 3,254 คน วิเคราะห์ข้อมูลด้วยการหาความถี่ ค่าร้อยละ ค่าเฉลี่ย ค่าเบี่ยงเบนมาตรฐาน และวิเคราะห์ความสัมพันธ์ระหว่างหลักสัปปุริสธรรม 7 กับภาวะผู้นำของผู้ปกครองท้องที่ในการบริหารจัดการการแพร่ระบาดของโรคติดเชื้อไวรัสโคโรนา 2019 ในตำบลพระหลวง อำเภอสูงเม่น จังหวัดแพร่ โดยใช้วิธีการหาค่าสัมประสิทธิ์สหสัมพันธ์แบบเพียร์สัน และการวิจัยเชิงคุณภาพ ใช้วิธีการสัมภาษณ์เชิงลึกกับผู้ให้ข้อมูลสำคัญ จำนวน 9 รูป/คน และใช้เทคนิคการวิเคราะห์เนื้อหาประกอบบริบท นำเสนอเป็นความเรียงประกอบตารางแจกแจงความถี่ของผู้ให้ข้อมูลสำคัญ ผลการวิจัยพบว่า : 1. ระดับภาวะผู้นำของผู้ปกครองท้องที่ในการบริหารจัดการการแพร่ระบาดของโรคติดเชื้อไวรัสโคโรนา 2019 ในตำบลพระหลวง อำเภอสูงเม่น จังหวัดแพร่ ทั้ง 4 ด้าน โดยภาพรวมอยู่ในระดับมาก (x̄ = 3.60, S.D. = 0.47) เมื่อพิจารณาเป็นรายด้านพบว่า ด้านภาวะผู้นำบอกให้ทำ (x̄ = 3.76, S.D. = 0.55) ด้านภาวะผู้นำขายความคิด (x̄ = 3.47, S.D. = 0.64) ด้านภาวะผู้นำมีส่วนร่วม (x̄ = 3.48, S.D. = 0.57) ด้านภาวะผู้นำมอบหมายงาน (x̄ = 3.70, S.D. = 0.57) 2. ความสัมพันธ์ระหว่างหลักสัปปุริสธรรม 7 กับภาวะผู้นำของผู้ปกครองท้องที่ในการบริหารจัดการการแพร่ระบาดของโรคติดเชื้อไวรัสโคโรนา 2019 ในตำบลพระหลวง อำเภอสูงเม่น จังหวัดแพร่ โดยภาพรวม มีความสัมพันธ์เชิงบวกอยู่ในระดับสูงมาก (r = .934**) จากการทดสอบสมมติฐาน พบว่า หลักสัปปุริสธรรม 7 กับภาวะผู้นำของผู้ปกครองท้องที่ในการบริหารจัดการการแพร่ระบาดของโรคติดเชื้อไวรัสโคโรนา 2019 ในตำบลพระหลวง อำเภอสูงเม่น จังหวัดแพร่ มีความสัมพันธ์ในเชิงบวกอย่างมีนับสำคัญทางสถิติที่ระดับ 0.01 จึงยอมรับสมมติฐาน 3. ปัญหาอุปสรรคเกี่ยวกับภาวะผู้นำของผู้ปกครองท้องที่ในการบริหารจัดการการแพร่ระบาดของโรคติดเชื้อไวรัสโคโรนา 2019 ในตำบลพระหลวง อำเภอสูงเม่น จังหวัดแพร่ พบว่า 1) ตำบลพระหลวงยังขาดบุคลากรที่มีความรู้ความชำนาญในเรื่องเกี่ยวกับโรคติดเชื้อไวรัสโคโรนาฯ เพื่อให้ความรู้แก่ประชาชน 2) กำนัน ผู้ใหญ่บ้าน ยังขาดความรู้ความเข้าใจเกี่ยวกับโรคติดเชื้อไวรัสโคโรนาฯ จึงทำให้การสื่อสารข้อมูลข่าวสารออกไปหรือการปฏิบัติงานยังทำได้ไม่เต็มกำลังความสามารถ 3) เนื่องจากโรคติดเชื้อไวรัสโคโรนาฯ เป็นโรคติดต่ออุบัติใหม่ที่ทุกคนยังไม่เคยได้สัมผัสและยังทำความรู้จักกับโรคติดเชื้อไวรัสโคโรนาฯ ยังไม่ดีพอ ในบางครั้งประชาชนจึงเกิดความสับสนในกฎ ระเบียบ ข้อบังคับ ที่ทางกำนัน ผู้ใหญ่บ้าน ได้ประกาศให้ปฏิบัติภายในชุมชน 4) ประชาชนส่วนใหญ่ในพื้นที่ทำอาชีพเกษตรกรรม ด้วยภาระของการทำมาหากินในแต่ละวัน จึงไม่ค่อยให้ความร่วมมือเมื่อมีการจัดประชุมเท่าที่ควร ข้อเสนอแนะ พบว่า 1) ต้องมีการส่งเจ้าหน้าที่เข้ารับการฝึกอบรมอย่างสม่ำเสมอเพื่อเป็นการเพิ่มพูนความรู้ให้กับเจ้าหน้าที่และสามารถนำองค์ความรู้นั้นกลับมาอธิบายต่อให้กับประชาชนได้อย่างเพียงพอและถูกต้อง 2) กำนัน ผู้ใหญ่บ้าน ควรจะต้องเพิ่มความชัดเจนเกี่ยวกับกฎ ระเบียบ ข้อบังคับ ที่ประชาชนจะต้องปฏิบัติตามให้มากยิ่งขึ้น เช่น การให้ อาสาสมัครสาธารณสุขประจำหมู่บ้าน (อสม) แบ่งเขตการดูแลประชาชนในแต่ละพื้นที่และเข้าไปให้คำแนะนำกับประชาชนเกี่ยวกับแนวทางการปฏิบัติตัวในช่วงของการแพร่ระบาดของโรคติดเชื้อไวรัสโคโรนาฯ ตามครัวเรือนอย่างใกล้ชิดและสม่ำเสมอ 3) กำนัน ผู้ใหญ่บ้าน ต้องคำนึงถึงเรื่องของวันและเวลาในการจัดประชุมต่างๆ โดยเน้นช่วงเวลาที่ประชาชนส่วนใหญ่ว่างเว้นจากการทำมาหากิน เพื่อให้ประชาชนได้มีเวลาและมีโอกาสเข้ามามีส่วนร่วมมากยิ่งขึ้น"

Abstract: Objectives of this research were: 1) To study the level of leadership of local administration officers for corona 2019 Management in Phra Luang, Sung Men District, Phrae Province, 2) To study the relationship between Sappurisa-Dhamma (Seven Qualities of a Good Man) and the leadership of local administration officers for corona 2019 Management in Phra Luang, Sung Men District, Phrae Province, 3) To study the problems, obstacles and suggestions about leadership of local administration officers for corona 2019 management in Phra Luang Subdistrict, Sung Men District, Phrae Province. Methodology was the mixed methods based on exploratory method. Quantitative research, The samples used in the research were people living at the area of Phra Luang Subdistrict, Sung Men District, Phrae Province, aged 18 years and older, using sampling method from Taro Yamane's formula, obtaining a sample of 357 people from a total population of 3,245 people, analyzing the data by determining frequency, percentage, average, standard deviation, and analyzing the relationship between Sappurisa-Dhamma (Seven Qualities of a Good Man) and the leadership of local administration officers for corona 2019 Management in Phra Luang Subdistrict, Sung Men District, Phrae Province, using Pearson’s Correlation Coefficient method. The qualitative research, data were collected from 9 key informants, purposefully selected, by in-depth-interview and analyzed the data by content descriptive interpretation and presented in form of essay and a table of distributions of the frequency of key informants, to support quantitative data. Findings were as follows: 1. The level of leadership of local administration officers for corona 2019 in Phra Luang Subdistrict, Sung Men District, Phrae Province, all four aspects, by overall was at a very high level (x̄=3.60, S.D. = 0.47). Considering on aspect-by-aspect basis, it was found that the commanding leadership was at (x̄ = 3.76, S.D. = 0.55). Ideas selling Leadership was at (x̄ =3.47, S.D. = 0.64). Participatory Leadership was at (x̄ =3.48, S.D. = 0.57). Assignment Leadership was at (x̄ = 3.70, S.D. = 0.57). 2. The relationship between Sappurisa-Dhamma (Seven Qualities of a Good Man) and the leadership of local administration officers for corona 2019 in Phra Luang Subdistrict, Sung Men District, Phrae Province. Was very high level of positive Correlation. (r = .934**) Based on hypothesis tests, it was found that Sappurisa-Dhamma (Seven Qualities of a Good Man) and the leadership of local administration officers for corona 2019, at Phra Luang Subdistrict, Sung Men District, Phrae Province had a statistically significant positive correlation at 0.01, thus accepting the set hypothesis. 3. Problems, obstacles and suggestions about leadership of local administration officers for corona 2019 management in Phra Luang Subdistrict, Sung Men District, Phrae Province were found that: 1) Phra Luang Subdistrict lacked personnel with knowledge and expertise in matters related to the Coronavirus disease to educate the public. 2) Subdistrict and village headmen also lacked knowledge and understanding about the Coronavirus disease, so communication of information or operations was not done at full capacity, 3) Because the Coronavirus disease is an emerging contagious disease that everyone has not yet experienced and is still aware of. It's not good enough. At times, the public is confused by the rules, regulations that Sub-District and village headmen announced to be practiced in the communities, 4) Most of the people in the area are engaged in farming. With the burden of making a living on a daily basis, therefore, it was not as cooperative when meetings were held as they should be. Recommendations: 1) Personnel must be sent for regular training in order to increase the knowledge to be able to adequately and accurately explain that knowledge to the public. 2) Sub-District and village headmen should be required to add clarity about the rules, and regulations that people will have to follow, such as providing village health volunteers (VHV). Zoning care for the people in each area and advising the public on how to behave during the Coronavirus pandemic, following households closely and regularly. 3) Sub-District and village headmen must take into account the date and time of the meetings, emphasizing the time when most citizens are free from making a living, so that the public can have more time and opportunities in which to participate.
