Abstract:
The objectives of this study were: 1) to study the academic administration conditions in the 21st century of school administrators under Phichit Primary Education Area Office 2, 2) to compare the opinions of the school administrators and the teachers toward the academic administration in the 21st century of the school administrators under Phichit Primary Education Area Office 2 by classifying the personal factors, and 3) to find the guidelines for the academic administration in the 21st century of the school administrators under Phichit Primary Education Area Office 2 according to the principle of Iddhipãda 4 (path of accomplishment). This research applied the Mixed Methods Research consisting of the Quantitative Research by collecting the data from 361 school administrators and teachers with the questionnaires having 0.86 of reliability and using frequency, percentage, mean, standard deviation, t-test and F-test with One Way ANOVA for the data analysis, and the Qualitative Research by collecting the data from 9 key informants with the Semi-structured Interviews and the content analysis for the data analysis.
The research results were as follows:
1. Overall, the academic administration conditions in the 21st century of school administrators under Phichit Primary Education Area Office 2 were at the middle level. When considering each aspect, it found that the educational supervision was at the highest level. Then, it was the teaching and learning management. However, the media, innovation and educational technology was at the lowest level.
2. The results of comparing the opinions of the school administrators and the teachers toward the academic administration in the 21st century of the school administrators under Phichit Primary Education Area Office 2 by classifying the personal factors found that the school administrators and teachers having the different gender, degree of education, and work experience did not have the different opinion at the .05 of statistical significance.
3. The guidelines for the academic administration in the 21st century of the school administrators under Phichit Primary Education Area Office 2 according to the principle of Iddhipãda 4 consisted of 1) the school curriculum development found that the school administrators should plan the school curriculum development systematically, monitor the results of the development, and apply the results of the school curriculum evaluation for the development continuously, 2) the teaching and learning management found that the school administrators should provide PLC (Professional Learning Community) continuously to reinforce the skills and the creative thinking of the teachers, make the inspiration to the teacher in teaching happily, and intend to the educational quality development, 3) the educational supervision found that the school administrators should plan to prepare for the educational supervision in the schools systematically, 4) the media, innovation and educational technology found that the school administrators should have the knowledge of the media, innovation and technology, and help to support the budget appropriately, 5) the research for the educational quality development found that the school administrators should plan to provide the training in the research for the educational quality development by surveying the demands and satisfaction of the teachers on items that the teachers interested in and wanted to develop, and 6) the learning measurement and evaluation found that the school administrators should specify the guidelines for the learning measurement and evaluation in the schools, promote the application of the educational supervision results for improving the learning measurement and evaluation continuously.
