Abstract:
The objective of this research was to propose scenarios of school administrators characteristics under the Office of the Basic Education Commission in the next decade (20222031) by using the methodology of Ethnographic Delphi Futures Research (EDFR). The research was conducted in 3 phases. The first phase was to study basic information of school administrators characteristics under the Office of the Basic Education Commission by synthesizing documents and related researches, the second phase was to study the scenarios of school administrators characteristics under the Office of the Basic Education Commission in the next decade (20222031) by using the target group consisting of 21 experts selected by purposive sampling and the third phase was to propose the scenarios of school administrators characteristics under the Office of the Basic Education Commission in the next decade (20222031) by using the target group consisting of 17 experts selected by purposive sampling. The research instruments were a questionnaire, an interview form, a document analysis form and a public hearing record form. The statistics used were percentage, median, quartiles and content analysis.

The scenarios of school administrators characteristics under the Office of the Basic Education Commission in the next decade (20222031) consisted of 10 characteristics: 1) Visions understanding the educational directions in the future, participating in regulating the visions, communicating to lead to implementation, developing and persuading colleagues to work successfully. 2) Knowledge and learning knowing deeply, knowing various sciences, having ability to apply knowledge in educational administration, doing self-development to be people of learning and lifelong learners. 3) Digital technology using digital technology to administrate schools to achieve visions, managing basic structures, creating cultures on using digital technology, being models and providing consulting in practicing through digital technology. 4) Creativity and innovation daring to think of doing new things, making decision creatively, and being ready to invent, research and develop innovation together to administrate and implement in schools. 5) Empowerment and inspiration empowering and inspiring for themselves and their colleagues, cooperating to build morale and inspiration, stimulating, persuading and motivating colleagues to have inspiration in working. 6) Networking and building human relationship being open-minded, friendly, and volunteer, networking inside and outside schools, joining seminar groups to share knowledge, building human relationship to work as teamwork. 7) Creating opportunities and increasing potential of colleagues learning about colleagues, decentralizing decision-making in working, being ready to promote, supporting self-development at full potential. 8) Good images and role models being good role models, working with appropriateness, having emotional maturity, practicing appropriately to be good role models, showing morality, ethics and good governance in administration, and being expert in publicizing self-images and schools images. 9) Communication communicating to understand easily, persuading people to follow ideas successfully, regulating the visions and communicating to understand and being in the public relations. 10) Characteristics and identity being good personality, behaving properly, having discipline, being responsible, adjusting and being flexible, patient and sacrificing, thinking positively, daring to try new things to reach goals.
