Abstract:
The objective of this research is to develop a web application for the borrowing and returning of items through the Division of Finance, University of Phayao, ensuring compliance with the regulations on procurement and public asset management of the Thai government in the year 2560. The research uses a web application to enhance the efficiency of the borrowing and returning process by replacing the traditional format with a new system. The research tool employed was a questionnaire to assess user satisfaction with the system's usability. The research participants consisted of 30 individuals, either from various departments or from the university's treasury department, who had experience using different information systems. The statistical analysis of the research data showed that the development of the application for the borrowing and returning of items at the Division of Finance, University of Phayao significantly increased convenience and operational efficiency. It reduced the time and steps involved in the traditional borrowing and returning process, leading to more effective management of the university's treasury assets and ensuring compliance with the regulations on procurement and public asset management of the Thai government in the year 2560. The evaluation of user satisfaction with the system demonstrated that it is effectively utilized to carry out the borrowing and returning processes at the university in an information system format. Overall, users expressed the highest level of satisfaction (x̅ = 4.80, S.D. = 0.49).
