Abstract:
The objectives of this research were: 1) to study the administrative competency to serve the best practice organization of Municipalities in the Northeastern Region, Thailand, 2) to select the administrative competency to serve the best practice organization and 3) to create a model and guidelines for enhancing the administrative competency to serve the best practice organization as mentioned. The research was divided into 3 phases: The first phase begins with determination of administrative competencies and indicators for predicting the entry to serve the best practice organization of Municipalities in the Northeastern Region of Thailand, followed by checking suitability of performance and indicators by discrimination validity. The second phase encompasses the selection of management competency factors to predict entry to serve the best practice organization via the multiple regression analysis techniques, with 502 municipal officials who are working in the Northeastern region as sampling group, validated by normal and laddered multiple regression analysis tests. The third phase is to create a model and guidelines to enhance the administrative competency to serve the best practice organization based on the concept of Kaizen and integrated with the four principles of Sangahavatdhu in Buddhism. Towards the end, the Connoisseurship technique is implemented as an instrument to evaluate the methods and guidelines for enhancing the organization to serve the best practice organization. The results of the research can be summarized as follows: 1) The administrative competency factors and indicators for prediction to serve the best practice organization of Municipalities in The Northeastern Region, Thailand consist of seven factors: (1) Human resource management, 20 indicators (2) Network management, 19 indicators (3) Organization-wide quality management, 20 indicators (4) Performance-based management, 20 indicators, (5) Social Capital Management, 15 indicators, (6) Kaizen Management, 22 indicators, and (7) Horenzo Management, 13 indicators. 2) The factors for selection of management administrative competency to serve the best practice organization of Municipalities could be categorized in four categories based on high to low values, namely, Kaizen management, performance-oriented management, organization-wide quality management and network management. 3) A model and approaches constructed for enhancing the administrative competency to serve the best practice organization cononsist of three parts: (1) Input factors consisting of Kaizen management, (2) Process factors consisting of PDCA model integrated with the four principles of Sangahavatthu in Buddhism and (3) Output factors, i.e. high performance organizations and the guidelines for enhancing the organization to produce high performances.
