Abstract:
The objective of this dissertation is to estimate the optimal public debt to GDP ratio and study the effect of public debt on GDP growth in Thailand. First, the estimation of optimal public debt to GDP ratio is based on the concept of fiscal space, following the studies by Ostry et al. (2010) and Zandi et al. (2011). Second, two stage least squares estimation (2SLS) is used to study the effect of public debt on economic growth, following the studies by Checherita-Westphal (2010); Mupunga and Roux (2015) and Bilan and Ihnatov (2015). The data in this study are quarterly time series data from 1998 to 2017. The regression results show that the lagged public debt to GDP ratio is a cubic function. The optimal public debt ratio to GDP is 42%, the debt limit is 44%, and the fiscal space of Thailand is 2.92%. The optimal public debt level and the debt limit are controlled under a suitable fiscal sustainability framework. The relationship between public debt to GDP ratio and economic growth is non-linear negative relationship. The turning point is at 48% which is the highest point of an inverted U-shaped.
