Abstract:
This study evaluated the impact of the big farm program launched by the Ministry of Agriculture and Cooperatives (MOAC) of Thailand on economic performance and viability of rice farming in Thailand. We also investigated whether the effects of the big farm program are heterogeneous across different farm types. The propensity score matching (PSM) technique was employed to address the possible selection bias due to voluntary nature of the program with the farm-level data in 2017/2018 crop year. We revealed that the big farm program decreased the debt-to income ratio of the irrigated farms, ranging from 0.2054-0.3085, but it increased the debt-to-income ratio of rainfed farms between 0.1424-0.3265. However, the program did not reduce debt-to-income ratio and cost production for other types of farms and did not enhance income and net income. The findings implied that the big farm program generated limited benefit to farmers and several criteria of the program should be revised. It is recommended the policymakers enroll only farmers who have farmland attached to each other to acquire the economies of scale from production. Knowledge management across supply chains and useful information should be provided to field managers and potential farmers. Last but not least, it is recommended to promote the use and access to modern technology for elderly farmers.
