Abstract:
การศึกษาครั้งนี้มีวัตถุประสงค์เพื่อ 1) ศึกษากระบวนการนิเทศแบบมีส่วนร่วมที่มุ่งพัฒนาสมรรถนะด้านการสื่อสารของนักเรียนชาติพันธุ์ 2) ศึกษาปัญหาและความต้องการการจัดทำคู่มือการนิเทศแบบมีส่วนร่วม และ 3) จัดทำคู่มือการนิเทศและตรวจสอบความถูกต้องและความเหมาะสมของคู่มือการนิเทศแบบมีส่วนร่วม การศึกษาแบ่งเป็น 3 ขั้นตอน โดยมีกลุ่มเป้าหมายในขั้นตอนที่ 1 ประกอบด้วย ศึกษานิเทศก์ จำนวน 5 คน ผู้อำนวยการสถานศึกษา จำนวน 3 คน และครูวิชาการ จำนวน 1 คน ขั้นตอนที่ 2 ใช้กลุ่มตัวอย่างผู้บริหารและครู จำนวน 332 คน และขั้นตอนที่ 3 ใช้ผู้เชี่ยวชาญ จำนวน 5 คน เครื่องมือที่ใช้ในการวิจัยประกอบด้วย แบบสนทนากลุ่ม แบบสอบถามปัญหาและความต้องการ และแบบตรวจสอบความถูกต้องและความเหมาะสมของคู่มือ วิเคราะห์ข้อมูลโดยใช้ความถี่ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และการวิเคราะห์เนื้อหา ผลการวิจัยพบว่า 1) กระบวนการนิเทศแบบมีส่วนร่วมที่มุ่งพัฒนาสมรรถนะด้านการสื่อสารของนักเรียนชาติพันธุ์ประกอบด้วย 6 ขั้นตอน ได้แก่ การเตรียมการนิเทศ การกำหนดรูปแบบและแนวทางการนิเทศ การกำหนดเครื่องมือนิเทศ การดำเนินการนิเทศ การประชุมหลังการนิเทศ และการประเมินผลการนิเทศ 2) ผลการศึกษาปัญหาโดยภาพรวมอยู่ในระดับมาก (x̄=3.88, S.D.=0.42) ความต้องการการจัดทำคู่มือการนิเทศโดยภาพรวมอยู่ในระดับมากที่สุด (x̄=4.67, S.D.=0.29) คู่มือการนิเทศแบบมีส่วนร่วมที่มุ่งพัฒนาสมรรถนะด้านการสื่อสารของนักเรียนชาติพันธุ์ที่จัดทำขึ้น มีองค์ประกอบ 3 ส่วน ได้แก่ ส่วนที่ 1 บทนำ ส่วนที่ 2 ขั้นตอนการปฏิบัติงาน และส่วนที่ 3 ภาคผนวก โดยมีการกำหนดบทบาทหน้าที่ของผู้อำนวยการสถานศึกษา ผู้นิเทศ และผู้รับการนิเทศในแต่ละขั้นตอนอย่างชัดเจน และคู่มือการนิเทศแบบมีส่วนร่วมที่มุ่งพัฒนาสมรรถนะด้านการสื่อสารของนักเรียนชาติพันธุ์ สำนักงานเขตพื้นที่การศึกษาประถมศึกษาเชียงใหม่ เขต 3 มีความถูกต้องและความเหมาะสมของคู่มือ ทุกข้อผ่านฉันทามติ
Abstract:
This study aimed to 1) study the process of participatory supervision for developing communication competency of ethnic students, 2) examine problems and needs for creating a participatory supervision manual, and 3) develop and verify the accuracy and appropriateness of the participatory supervision manual. The study was divided into three phases. The target group in the first phase consisted of 5 educational supervisors, 3 school directors, and 1 academic teacher. The second phase used a sample of 332 administrators and teachers. The third phase involved 5 experts. The research instruments included focus group discussions, questionnaires on problems and needs, and evaluation forms for verifying the manual's accuracy and appropriateness. Data were analyzed using frequency, percentage, mean, standard deviation, and content analysis. The findings revealed that: 1) The participatory supervision process for developing communication competencies of ethnic minority students consists of 6 steps: supervision preparation, establishing supervision models and guidelines, determining supervision tools, implementing supervision, post-supervision meetings, and supervision evaluation. 2) The overall problem level was high (x̄=3.88, S.D.=0.42), while the need for developing a supervision manual was at the highest level (x̄=4.67, S.D.=0.29). 3) The participatory supervision manual developed consists of 3 parts: Part 1 - Introduction, Part 2 - Operational Procedures, and Part 3 - Appendices. The manual clearly defines the roles and responsibilities of school directors, supervisors, and supervisees at each step. The participatory supervision manual for developing communication competencies of ethnic minority students for Chiang Mai Primary Educational Service Area Office 3 was validated for accuracy and appropriateness, with all items passing consensus.
