Abstract:
This study aimed to study the learning leadership of school administrators that influences the quality culture of schools under the Secondary Educational Service Area Office, Sakon Nakhon. The participants consisted of 333 school administrators and teachers, who were recruited using stratified random sampling. The instrument was a five-level rating scale questionnaire, which the part of learning leadership of school administrators indicated validity index ranged between 0.80-1.00, discrimination power index ranged between 0.61-0.89, and reliability index was at 0.98, where as the part of quality culture of schools indicated validity index ranged between 0.80-1.00, discrimination index ranged of 0.70-0.86, and reliability index was at 0.97. Statistics used in data analysis included frequency, percentage, mean, standard deviation, Pearsons correlation coefficient, and stepwise multiple regression analysis.
The findings were as follows.
1. The learning leadership of school administrators comprised six components, namely 1) team learning, 2) creativity, 3) creating a conducive learning environment, 4) information technology implementation, 5) integration and 6) self-directed learning. All components showed the highest level of propriety.
2. The overall learning leadership of school administrators under the Secondary Educational Service Area Office, Sakon Nakhon, was at the highest level.
3. The overall quality culture of schools under the Secondary Educational Service Area Office, Sakon Nakhon, was at the highest level.
4. The learning leadership of school administrators and the quality culture of schools showed positive correlation with statistical significance at .01.
5. The learning leadership of school administrators in the aspects of variables, namely 1) self-directed learning (X6), 2) information technology implementation (X4) and 3) creativity (X2) predicted the quality culture of schools in three variables, namely 1) self-directed learning (X6), 2) information technology implementation (X4) and 3) creativity (X2) collectively at 71.70% with statistical significance at .01. The predictive equations were as follows. Predictive equation written in raw scores :

6. The guidelines to develop learning leadership of school administrators, which affected the quality culture of schools under the Secondary Educational Service Area Office Sakon Nakhon, consisted of eight objectives and 24 development practices. The guidelines showed the overall propriety and feasibility at the highest level.
