Abstract: สารนิพนธ์นี้ มีวัตถุประสงค์ดังนี้ 1) เพื่อศึกษาระดับการมีส่วนร่วมทางการเมืองระดับท้องถิ่นของผู้สูงอายุตามหลักพรหมวิหาร 4 2) เพื่อเปรียบเทียบการมีส่วนร่วมทางการเมืองระดับท้องถิ่นของผู้สูงอายุตามหลักพรหมวิหาร 4 จำแนกตาม เพศ อายุ ระดับการศึกษา และอาชีพ 3) เพื่อศึกษาข้อเสนอแนะ การมีส่วนร่วมทางการเมืองระดับท้องถิ่นของผู้สูงอายุตามหลักพรหมวิหาร 4 ในเขตเทศบาลเมืองศิลา อำเภอเมืองขอนแก่น จังหวัดขอนแก่น โดยใช้แบบสอบถามเก็บข้อมูลจากกลุ่มตัวอย่าง 376 คน สถิติที่ใช้ได้แก่ ความถี่ ค่าร้อยละ ค่าเฉลี่ย และส่วนเบี่ยงเบนมาตรฐาน ทดสอบค่าที (t-Test) การวิเคราะห์ความแปรปรวนแบบทางเดียว (one-way ANOVA) ผลการวิจัยพบว่า : 1) ประชาชนมีความคิดเห็นต่อการมีส่วนร่วมทางการเมืองระดับท้องถิ่นของผู้สูงอายุตามหลักพรหมวิหาร 4 ในเขตเทศบาลเมืองศิลา อำเภอเมืองขอนแก่น จังหวัดขอนแก่น โดยรวม และรายด้าน อยู่ในระดับมาก 2) ผลการเปรียบเทียบความคิดเห็นของประชาชนต่อการมีส่วนร่วมทางการเมืองระดับท้องถิ่นของผู้สูงอายุตามหลักพรหมวิหาร 4 ในเขตเทศบาลเมืองศิลา อำเภอเมืองขอนแก่น จังหวัดขอนแก่น ประชาชนที่มีเพศ อายุ ระดับการศึกษา และอาชีพ ที่แตกต่างกันมีความคิดเห็นต่อการมีส่วนร่วมทางการเมืองระดับท้องถิ่นของผู้สูงอายุตามหลักพรหมวิหาร 4 แตกต่างกัน อย่างมีนัยสำคัญทางสถิติที่ระดับ 0.05 3) ข้อเสนอแนะพบว่า ผู้สูงอายุควรเข้าไปมีส่วนร่วมในการตรวจสอบการทำงานของการปกครองส่วนท้องถิ่น เพื่อให้เกิดความโปร่งใส ควรเข้าไปมีส่วนร่วมในการกำหนดนโยบายในการพัฒนา ท้องถิ่นของตน ควรติดตามการปกครองส่วนท้องถิ่นของตนอย่างทั่วถึงประชาสัมพันธ์ควรให้ประชาชนมีส่วนร่วมในการประชุมกับองค์กรปกครองท้องถิ่น เพื่อเสนอ ปัญหาและหาทางแก้ไขร่วมกันเพื่อนำไปสู่การพัฒนา

Abstract: The research of this thesis is as follows: 1) To study the level of community participation in local political affairs among the elderly according to Brahma Viharn 4. 2) To compare the level of community participation in local political affairs among the elderly according to Brahma Viharn 4, categorized by gender, age, educational level, and occupation. 3) To study suggestions for improving community participation in local political affairs among the elderly according to Brahma Viharn 4 in the municipality of Sila, Mueang Khon Kaen District, Khon Kaen Province, using a questionnaire to collect data from a sample group of 376 individuals. The statistical analysis used includes frequency, percentage, mean, and standard deviation, t-test, one-way ANOVA The research findings are as follows: 1) Overall, the public has a high level of opinion regarding community participation in local political affairs among the elderly according to Brahma Viharn 4 in the municipality of Sila, Mueang Khon Kaen District, Khon Kaen Province. 2) When comparing the opinions of the public on community participation in local political affairs among the elderly according to Brahma Viharn 4 in the municipality of Sila, Mueang Khon Kaen District, Khon Kaen Province, it was found that the opinions differ significantly among individuals of different genders, ages, educational levels, and occupations, with statistical significance at the 0.05 level. 3) Suggestions indicate that the elderly should actively participate in monitoring the performance of local governance to promote transparency. They should also be involved in policy-making for local development. Additionally, they should stay informed about local governance through online media and public forums. The public should be encouraged to participate in meetings with local government organizations to present issues and collaborate on finding solutions for further development.
