Enhancement of green construction on highway projects in Cambodia obstacles and potential solutions
Abstract:
Construction projects are enlarging rapidly to reform infrastructure systems in different regions of developing countries, resulting in a higher level of pollution to the environment. The momentum of adopting green technology is very popular to reduce emissions over the community. Nevertheless, the green implementation in highway construction still blocked contractors and project owners in Cambodia to pursue sustainability in the projects. This paper aims to determine the main barriers that prevent contractors and project owners to pursue sustainability in Cambodian highway construction. A questionnaire was conducted with 27 lists of factors under six dimensions of censorious obstacles: (1) funding issue; (2) cooperation and attitude; (3) green material resource; (4) government management; (5) time and schedule; as well as (6) training and knowledge. Statistical analyses were conducted with 82 respondents who were professional contractors and project owners with experience in highway construction projects in Cambodia. First, the average values of each category were calculated to seek the high-impact categories of obstacles from contractors' and project owner perspectives. Second, the independent t-test was conducted to identify the differences between contractors' and project owners' perspectives toward green concept adoption. Two categories that show significant differences are Cooperation and Attitude, and Government Management categories. Third, the cause-and-effect diagram was used to insert root causes of obstacles in the high-impact categories. Three cause-and-effect diagrams are proposed as Government Management, Green Material Resource, and Training and Knowledge diagrams. The study of the root causes provided explicit comprehension of all potential obstacles specifically in order to indicate effective solutions fit to related parties in construction projects. The finding of this paper helps government agencies to identify the main obstacles to green implementation and suggest competent solutions to improve sustainability in Cambodia.
