Abstract:
The objectives of this research were to; 1) study the current conditions, desired conditions and necessary needs of learning organization for educational institutions under Roi Et Provincial Office of Learning Encouragement and 2) study guidelines of learning organization development for educational institutions under Roi Et Provincial Office of Learning Encouragement. The research was divided into 2 phases. Phase 1: study the current condition, desirable conditions and necessary needs of learning organization for educational institutions. The sample group was 193 educational institution administrators and teachers in educational institutions under Roi Et Provincial Office of Learning Encouragement, academic year 2024. The research instrument was the current conditions questionnaire with the reliability at 0.94 and the desired conditions questionnaire with the reliability at 0.92. Phase 2: create guidelines for developing learning organizations of educational institutions under the Office of Learning Promotion, Roi Et Province form educational institution administrators and teachers in educational institutions with good practices. The research tool was an interview form and then evaluated the guidelines developed by 5 experts. Statistics for data analysis were mean, standard deviation and the adjusted ordering index of essential needs.
The research results found that
1. สภาพปัจจุบันการเป็นองค์กรแห่งการเรียนรู้ของสถานศึกษาสังกัดสำนักงานส่งเสริมการเรียนรู้ประจำจังหวัดร้อยเอ็ด โดยรวมอยู่ในระดับมาก สภาพที่พึงประสงค์ อยู่ในระดับมากที่สุด ด้านที่มีความต้องการจำเป็นสูงสุด 3 อันดับแรก คือ ด้านการใช้เทคโนโลยีสารสนเทศ ด้านวิสัยทัศน์ร่วม และด้านการคิดอย่างเป็นระบบ
1. Current condition of learning organization for educational institutions under Roi Et Provincial Office of Learning Encouragement is, overall, at a high level. The desired condition is at the highest level. The top three necessary needs are the use of information technology, shared vision and systematic thinking.
2. Guidelines of learning organization for educational institutions under Roi Et Provincial Office of Learning Encouragement from the highest needs are as follows: 1) The use of information technology: the educational institutions must develop and bring in the department of learning promotion's platform or other platforms to help store data, create online databases, create learning resources, and use for coordination within work groups and across work groups, educational institutions must assign teams that provide advice and assistance, Personnel in using technology, Its duties are to supervise, follow up, assist, and take care of the system. 2) Shared vision: the development guidelines are educational institutions must listen and provide opportunities for personnel and stakeholders to share the clearly vision through the process of personnel brainstorming of meetings school board including those involved analyze strengths, weaknesses, opportunities and threat (SWOT). Administrators must continually communicate their vision and understanding to personnel in the educational institution including those involved clearly understand the vision in the same direction, ready to see the value of upcoming goals and 3) thinking systematically: the development guidelines are educational institutions must prepare operational manuals for each work group to clearly separate them, set measures for effective use of the manual, educational institutions must implement professional learning community guidelines on a weekly basis in order to see the progress of operations, recognize problems and find the ways to solve problems together in a systematic way.
3. The evaluation of the appropriateness of the guidelines for learning organization development in educational institutions under Roi Et Provincial Office of Learning Encouragement revealed a result at the highest level. Similarly, the feasibility of these guidelines was also rated at the highest level.
