Abstract:
The objective of this study was to develop the indicators of the 21st century industrial teachers competency in public vocational colleges in the northeast. The procedures were divided into four phases. Phase 1 was to identify the framework of industrial teachers ocmpetency using intensive review of related documents and research articles, seven experts interviews, and a case study of three outstanding vocational colleges where achieved the royal reward in and indicator development. Phase 2 was the development Indicators of the 21st century industrial teachers competency using modified Delphi technique from 21 experts. Phase 3 was the hypothesis testing with empirical data through the interviews of 550 administrators and teachers in public vocational colleges in the northeast, who were selected using multi-stage sampling. The instrument used in data collection was a set of 5-level rating scale questionnaire, which indicated content validity index at1.00, discrimination power index ranged between 0.42-0.86 and reliability index was at 0.97. Statistics used in data analysis were confirmatory factor analysis. Phase 4 was the development of a manual of the 21st century industrial teachers competency indicators for public vocational colleges through the evaluation from 5 experts. The 5-level rating scale evaluation form was employed.
The findings were as follows.
1. The 21st century industrial teachers competency comprised four core components, namely 1) knowledge of the industrial technician profession, 2) classroom management, 3) educational innovation and technology and 4) professional morality and ethics.
2. The indicators of the 21st century industrial teachers competency comprised four principal components, 14 sub-components and 60 indicators. All principal components showed the highest level of propriety.
3. The 21st century industrial teachers competency indicators structural model congruent with empirical data (c2 = 30.29, p-value = 0.30137, df = 27, c2 /df = 1.12, GFI = 0.98, AGFI = 0.97, RMSEA = 0.015).
4. In overall, the manual of using the 21st century industrial teachers competency Indicators showed the highest level of propriety ( = 4.91, S.D. = 0.36), feasibility ( = 4.89, S.D. = 0.45) and usefulness ( = 4.96, S.D. = 0.34).
