Abstract: วิทยานิพนธ์ฉบับนี้ มีวัตถุประสงค์ ดังนี้ 1. เพื่อศึกษาบทบาทขององค์กรปกครองท้องถิ่นในการส่งเสริมการท่องเที่ยว อำเภอพระประแดง จังหวัดสมุทรปราการ 2. เพื่อเปรียบเทียบบทบาทขององค์กรปกครองท้องถิ่นในการส่งเสริมการท่องเที่ยว อำเภอพระประแดง จังหวัดสมุทรปราการที่มี เพศ อายุ ระดับการศึกษา ประสบการณ์การทำงาน แตกต่างกัน 3. เพื่อสัมภาษณ์ความคิดเห็นและข้อเสนอแนะแนวทางการส่งเสริมบทบาทขององค์กรปกครองท้องถิ่นในการส่งเสริมการท่องเที่ยว อำเภอพระประแดง จังหวัดสมุทรปราการ เป็นการวิจัยเชิงผสมผสานทั้งเชิงปริมาณและเชิงคุณภาพเครื่องมือที่ใช้แบบสอบถามและแบบสัมภาษณ์ กลุ่มตัวอย่างที่ใช้ในการวิจัยเชิงปริมาณ ได้แก่ บุคลากรที่ปฏิบัติงานในองค์กรปกครองท้องถิ่นในการส่งเสริมการท่องเที่ยว อำเภอพระประแดง จังหวัดสมุทรปราการ โดยใช้วิธีกำหนดขนาดของกลุ่มตัวอย่าง โดยใช้สูตรของทาโร่ ยามาเน่ (Taro Yamane) จำนวน 196 คน การวิจัยเชิงคุณภาพโดยการสัมภาษณ์เชิงลึก (In-depth interview)ผู้ที่มีบทบาทสำคัญจำนวน 6 คน (Key Informants) สถิติที่ใช้ในการวิเคราะห์ ได้แก่ การแจกแจงความถี่ (Frequency) ค่าร้อยละ (Percentage) ค่าเฉลี่ย (Mean; ) ค่าส่วนเบี่ยงเบนมาตรฐาน (Standard deviation, S.D.) และทดสอบสมมติฐาน T-test และ F-test ค่าสถิติ ANOVA ผลการวิจัยพบว่า 1. บทบาทขององค์กรปกครองท้องถิ่นในการส่งเสริมการท่องเที่ยว อำเภอพระประแดง จังหวัดสมุทรปราการ โดยรวมทั้ง 4 ด้าน อยู่ในระดับมาก เมื่อพิจารณาเป็นรายด้าน โดยเรียงตามลำดับค่าเฉลี่ยจากมากไปน้อย 3 ลำดับ ได้ดังนี้ ด้านที่มีค่าเฉลี่ยมากที่สุดคือ บทบาทการส่งเสริมด้านทรัพยากรธรรมชาติและสิ่งแวดล้อม, บทบาทการส่งเสริมด้านสังคมวัฒนธรรมและความมั่นคง รองลงมาคือ บทบาทการส่งเสริมด้านสภาพแวดล้อมทางกายภาพ และด้านที่มีค่าเฉลี่ยน้อยที่สุดคือ บทบาทการส่งเสริมด้านสิ่งอำนวยความสะดวก ตามลำดับ 2. ผลการเปรียบเทียบบุคลากรที่มี เพศ อายุ ระดับการศึกษา และประสบการณ์การทำงานต่างกัน มีความคิดเห็นต่อบทบาทขององค์กรปกครองท้องถิ่นในการส่งเสริมการท่องเที่ยว อำเภอพระประแดง จังหวัดสมุทรปราการ โดยรวม แตกต่างกัน อย่างมีนัยสำคัญทางสถิติที่ระดับ 0.05 ส่วนบุคลากรที่มีอายุและระดับการศึกษา ต่างกัน มีความคิดเห็นต่อบทบาทขององค์กรปกครองท้องถิ่นในการส่งเสริมการท่องเที่ยว อำเภอพระประแดง จังหวัดสมุทรปราการ โดยรวมไม่แตกต่างกัน 3. ผลจากการสัมภาษณ์แนวทางส่งเสริมบทบาทขององค์กรปกครองท้องถิ่นในการส่งเสริมการท่องเที่ยว อำเภอพระประแดง จังหวัดสมุทรปราการ ความคิดเห็นสอดคล้องกันส่วนมาก คือ บทบาทการส่งเสริมด้านทรัพยากรธรรมชาติและสิ่งแวดล้อม เรื่อง การท่องเที่ยวทำให้ชุมชนท้องถิ่นเห็นคุณค่าของสิ่งแวดล้อมมากขึ้น, รองลงมาได้แก่บทบาทการส่งเสริมด้านสังคมวัฒนธรรมและความมั่นคง เรื่องได้มีการจัดให้ชุมชนเข้าร่วมประชุมปรึกษาหารือถึงปัญหาของสิ่งแวดล้อมที่เกิดขึ้น รองลงมาคือ บทบาทการส่งเสริมด้านสภาพแวดล้อมทางกายภาพ เรื่องแหล่งท่องเที่ยวยังคงอนุรักษ์ เป็นแหล่งท่องเที่ยวอย่างยั่งยืน และ ด้านที่มีค่าเฉลี่ยน้อยที่สุดคือ บทบาทการส่งเสริมด้านสิ่งอำนวยความสะดวก เรื่อง มีการจัดพื้นที่แหล่งท่องเที่ยวมีความปลอดภัยและเพียงพอต่อนักท่องเที่ยว

Abstract: The objectives of this thesis are as follows: 1.To study the role of local government organizations in tourism promotion in Phra Pradaeng district of Samut Prakan province, 2. To compare the role of local government organizations in tourism promotion in Phra Pradaeng district of Samut Prakan province in the opinion of people with different gender, age, and educational level, and 3. To collect suggestions on ways to promote the role of local government organizations in tourism promotion in Phra Pradaeng district of Samut Prakan province. The mixed research method was used in the study. The quantitative data were collected by questionnaire from 196 samples obtained by Taro Yamane’s formula. The qualitative data were collected by in-depth interviews with6 key informants. The statistics used in the research were frequency distribution, percentage, mean ( ), standard deviation (S.D.), and hypothesis testing T-test, and F-test or ANOVA statistical value. The results showed that: 1. The role of local government organizations in tourism promotion in Phra Pradaeng district of Samut Prakan province in all 4 aspects was at a high level. When considering each aspect, it was found that every aspect was at a high level. Sorted in 3-descending order from highest to lowest were as follows: the role of promoting natural resources and environment, the role of promoting social culture and security, followed by the role of promoting the physical environment, and the role of the promotion of facilities respectively. 2.The comparison resolts Personnel with different gender, age, education level and work experiences have different levels of opinions on the role of local governments in promoting tourism in Phra Pradaeng district of Samut Prakan province with significantly statistic figure at the 0.05 level. The personnel with different age and educational levels have opinions on the role of local government organizations in tourism promotion in Phra Pradaeng district of Samut Prakan province indifferently. 3. Results from the most interviews on the guidelines for promoting the role of local government organizations in tourism promotion in Phra Pradaeng district of Samut Prakan province were on the role of promoting natural resources and the environment in the aspect of tourism made local communities more valued about the environment, followed by the role of promoting social, cultural and security in the aspect of arranging the community to attend a meeting to discuss environmental problems, the role of promoting the physical environment in the aspect that the tourist attraction is still preserved and it is a sustainable tourist destination, and the role in the promotion of facilities in the aspect of arrangement of tourist attractions with safety and sufficiency for tourists.
