Talent management for information technology personnel in the bureaucratic organization

Abstract: Digital transformation is a global problem, especially during the unexpected pandemic situation. Some of the organizations are able to operate successfully through the digital transformation era as they are swift and flat organization administrative systems. But for the bureaucratic organization, the organization that operates with the large-scale administrative task through the hierarchy layers, cannot adapt through the digital transformation by itself and requires an extra internal driven force from the information technology department. The information technology personnel, who can be called talent, do not only consider the previous human resource management theory but also consider the idea of the talent value proposition (TVP) and high-performance working systems (HPWS). So, the factors which are able to enhance the efficiency of HPWS are needed to be studied. These factors are the talent management process (TMP) and talent value proposition (TVP). This study focuses on the information technology personnel in the government bureaucratic organization, as these types of organizations tend to have difficulty in adapting themselves to catch up with the digital transformation era. This research aimed to 1) study the levels of TMP, TVP, and HPWS, 2) study the direct effects of TVP on HPWS, the direct effect of TMP on HPWS, and the direct effect of TVP on TMP, and 3) study the mediating roles of TMP on the effect of TVP on HPWS of information technology personnel in Thailand's bureaucratic organization. This research employed both qualitative and quantitative methodology. For the qualitative research, the sample consisted of 24 stakeholders form 8 Thailand's bureaucratic organizations. The qualitative research was performed to confirm the study components of the talent value proposition that there are 3 significant components which are talent branding, employer branding, and organizational branding. In the quantitative research, the sample consisted of 365 information technology personnel from Thailand's government bureaucratic organizations. Data were collected using a questionnaire and analyzed using a structural equation model. The research findings showed that: 1) the levels of TMP, TVP, and HPWS of Thailand's government bureaucratic organization were rated at a high level; 2) the casual structural equation modeling confirmed the empirical evidences with strong linear relationships as indicated by the correlation coefficient showing that both TMP and TVP had a direct positive effect on HPWS, as well as TVP had a direct positive effect on TMP; 3) For the mediation effects, it was found that TVP had an indirect positive effect on HPWS with the mediation effects from TMP. These research findings can be used as an integrated model for the practical implementation of talent management practices as an important basis to enhance the high-performance working systems in order to increase the level of talents' commitment. The results portrayed that Thailand's government bureaucratic organization currently focused on talent identification and recruitment, talent training and development, talent compensation and reward, and talent retention. However, the findings found that talent branding, employer branding, and organizational branding were very important to improve HPWS. Therefore, Thailand's government bureaucratic organization should pay more attention to the above issues to make them more adaptive to the digital transformation era. More importantly, Thailand's government bureaucratic organization could use these findings to make policies, hold training programs, and develop talent management indicators, the private sector bureaucratic organization as well as could create a feasible policy from this study.

Abstract: การเปลี่ยนผ่านสู่ดิจิทัลเป็นหัวข้อที่มีการพูดถึงในทั่วโลกทั้งช่วงก่อนที่จะมีวิกฤติการโรคระบาด โดยที่องค์กรบางองค์กรสามารถที่จะผลักดันให้ตัวเองข้ามยุคการเปลี่ยนผ่านสู่ดิจิทัลจากการที่มีระบบการบริหารที่รวดเร็วและมีการบริหารแบบราบ แต่สำหรับองค์กรที่บริหารงานด้วยระบบราชการนั้น จากการที่มีระบบงานที่มีขนาดใหญ่และมีการทำงานแบบลำดับชั้นนั้นมีความต้องการแรงผลักดันภายในจากกลุ่มคนที่มีทักษะทางด้านเทคโนโลยีสารสนเทศ หรือ คนเก่ง ซึ่งในการบริหารคนเก่งนั้น ใช้เพียงแค่หลักการบริหารทรัพยากรมนุษย์แบบเดิมไม่เพียงพอแล้วแต่ต้องมีการให้คุณค่าของคนเก่ง และระบบงานแบบมุ่งผลสัมฤทธิ์สูงสุดอีกด้วย การศึกษานี้จึงมุ่งเน้นไปที่ปัจจัยที่ยกระดับระบบงานแบบมุ่งผลสัมฤทธิ์สูงสุด โดยศึกษากลุ่มบุคลากรด้านเทคโนโลยีสารสนเทศ (คนเก่ง) ที่ปฏิบัติงานในองค์กรระบบราชการของประเทศไทย เนื่องจากว่าองค์กรดังกล่าว มีแนวโน้นที่จะมีความลำบากในการปรับตัวให้เข้ากับยุคการเปลี่ยนผ่านสู่ดิจิทัล การวิจัยครั้งนี้จึงมีวัตถุประสงค์เพื่อ 1) ศึกษาระดับของกระบวนการจัดการคนเก่ง การให้คุณค่าของคนเก่ง และระบบงานแบบมุ่งผลสัมฤทธิ์สูงสุด 2) ศึกมาปัจจัยกระบวนการจัดการคนเก่ง และการให้คุณค่าของคนเก่งที่มีอิทธิพลทางตรงต่อระบบงานแบบมุ่งผลสัมฤทธิ์สูงสุด และ ศึกษาปัจจัยการให้คุณค่าของคนเก่งที่มีอิทธิพลทางครงต่อกระบวนการจัดการคนเก่ง 3) ศึกมามทบาทในการส่งผ่านของกระบวนการจัดการคนเก่งของการให้คุณค่าของคนเก่งที่มีอิทธิพลต่อระบบงานแบบมุ่งผลสัมฤทธิ์สูงสุด การวิจัยครั้งนี้เป็นการวิชัยแบบผสมผสาน โดยในการวิจัยชิงคุณภาพนั้น กลุ่มตัวอย่างได้แก่ ผู้เกี่ยวข้อง 24 คน จากองค์กรที่บริหารงานด้วยระบบราชการของประเทศไทย โดยที่แบ่งออกได้ 3 ระดับ ได้แก่ ผู้บริหารองค์กร ผู้จัดการมนุษย์ และบุคลากรด้านเทคโนโลยีสารสนเทศ (คนเก่ง) ส่วนการวิจัยเชิงปริมาณนั้น มีการใช้ระเบียบวิธีวิจัยเชิงปริมาณ กลุ่มตัวอย่าง ประกอบด้วยบุคลากรด้านเทคโนโลยีสารสนเทศ (คนเก่ง) จากหน่วยงานภาครัฐของประเทศไทยจำนวน 365 คน รวบรวมข้อมูลโดยใช้แบบสอบถามและวิเคราะห์ ข้อมูล โดยใช้แบบจำลองสมการโครงสร้าง ผลการวิจัยพบว่า 1) ระดับของกระบวนการจัดการคนเก่ง การให้คุณค่าของคนเก่ง และระบบงานแบบมุ่งผลสัมฤทธิ์สูงสุดขององค์กรระบบราชการของประเทศไทยอยู่ในระดับสูง 2) กระบวนการจัดการคนก่ง การให้คุณค่าของคนเก่งมีอิทธิพลทางตรงเชิงบวกกับระบบงานแบบมุ่งผลสัมฤทธิ์สูงสุด และการให้คุณค่าของคนเก่งมีอิทธิพลทางตรงเชิงบวกกับกระบวนการจัดการคนเก่ง 3) การให้คุณค่าของคนเก่งมีอิทธิพลทางอ้อมเชิงบวกต่อระบบงานแบบมุ่งผลสัมฤทธิ์สูงสุด โดยมีอิทธิพลส่งผ่านกระบวนการจัดการคนเก่ง ผลการวิชัยนี้นำเสนอ โมเดลเชิงบูรณาการซึ่งเป็นพื้นฐานของกระบวนการจัดการคนเก่ง ซึ่งองค์กรระบบราชการสามารถนำไปใช้ในเชิงปฏิบัติในการจัดการทรัพยากรบุคคลได้พบว่าปัจจุบันองค์กรระบบราชการของประเทศไทยมุ่งเน้นในเรื่องการระบุและคัดเลือกคนเก่ง การอบรมและพัฒนาคนเก่ง การให้คำตอบแทนและเงินรางวัล รวมไปถึงการรักษาคนเก่งไว้กับองค์กร ซึ่งจากผลการวิเคราะห์ข้อมูล พบว่าการสร้างตราสินค้าในรูปแบบของคนเก่ง การสร้างตราสินค้าในรูปแบบผู้ว่าจ้าง และการสร้างตราสินต้าในรูปแบบองค์กร มีความสำคัญอย่างยิ่งต่อระบบงานแบบมุ่งผลสัมฤทธิ์สูงสุด ดังนั้นองค์กรระบบราชการจึงควรมุ่งเน้นในประเด็นดังกล่าวเพิ่มเดิมเพื่อให้องค์กรประสบความสำเร็จมากยิ่งขึ้น ซึ่งนอกจากองค์กรที่บริการงานในรูปแบบระบบราชการจะสามารถนำผลการวิจัยนี้ไปใช้ในการให้คำปรึกษา ออกนโยบายต่างๆ ตลอดจนจัดอบรมในหัวข้องกล่าว และพัฒนาตัวชี้วัดด้านการบริหารคนเก่งให้ดียิ่งขึ้นต่อไปแล้ว องค์กรในภาคเอกชนที่บริหารงานในรูปแบบระบบราชการก็สามารถนำไปปรับใช้ภายในองค์กรได้อีกด้วย
