Abstract: งานวิจัยนี้มีวัตถุประสงค์ เพื่อ 1) ศึกษาสภาพการบริหารโรงเรียนคุณภาพของชุมชน สังกัดสำนักงานการศึกษาประถมศึกษา จังหวัดพะเยา และ 2) ศึกษาแนวทางในการพัฒนาโรงเรียนคุณภาพของชุมชน สังกัดสำนักงานการศึกษาประถมศึกษา จังหวัดพะเยา กลุ่มเป้าหมายที่ใช้ในการศึกษาวิจัยในครั้งนี้ ได้แก่ ผู้อำนวยการโรงเรียน ครูและบุคลากรทางการศึกษาโรงเรียนคุณภาพของชุมชน สังกัดสำนักงานการศึกษาประถมศึกษา จังหวัดพะเยา จำนวน 51 คน เครื่องมือที่ใช้ในการวิจัย ได้แก่ แบบสอบถามและแบบสัมภาษณ์การวิเคราะห์ข้อมูล ใช้ค่าความถี่ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน จากผลการวิจัยพบว่า 1) สภาพการบริหารโรงเรียนคุณภาพของชุมชน สังกัดสำนักงานการศึกษาประถมศึกษา จังหวัดพะเยา ในภาพรวมอยู่ในระดับมากและผลการศึกษา 2) แนวทางการบริหารโรงเรียนคุณภาพของชุมชน สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาจังหวัดพะเยา ทั้งหมด 8 ด้านพบว่า 2.1) ด้านความปลอดภัย พบว่า การบริหารจัดการด้านความปลอดภัยให้ครอบคลุมนักเรียน ครู และบุคลากรทางการศึกษา 2.2) ด้านระบบประกันคุณภาพ พบว่า การบริหารจัดการระบบประกันคุณภาพที่สามารถตอบสนองความต้องการของผู้ปกครอง ชุมชนที่หลากหลายโดยการมีส่วนร่วมกับทุกภาคส่วนในการกำหนดแนวทาง 2.3) ด้านหลักสูตรฐานสมรรถนะ พบว่า การจัดทำกรอบหลักสูตรสถานศึกษาฐานสมรรถนะ จัดทำหลักสูตรระดับชั้นเรียน นำมาใช้เพื่อนำผลการใช้หลักสูตรสู่การปรับปรุงกรอบหลักสูตรให้สมบูรณ์ 2.4) ด้านการพัฒนาครู พบว่า ควรส่งเสริมและพัฒนาครู โดยการอบรมความรู้ต่าง ๆ และสร้างชุมชนการเรียนรู้ทางวิชาชีพ (PLC) 2.5) ด้านการเรียนการสอน พบว่า ใช้แนวทางการพัฒนาคุณภาพ 3 มิติ 8 จุดเน้น 2.6) ด้านการวัดและประเมินผล พบว่า การวัดและประเมินผลตามแนวทางระเบียบประเมินตามสภาพจริงและใช้วิธีที่หลากหลาย 2.7) ด้านการนิเทศ กำกับ ติดตาม พบว่า ใช้การนิเทศแบบกัลยาณมิตร นิเทศ กำกับ ติดตามการดำเนินงานของโรงเรียนอย่างต่อเนื่อง และนำผลมาปรับปรุงอย่างแท้จริง และ 2.8) ด้าน Big Data พบว่า มีการบริหารจัดการ Big Data ที่ครอบคลุม โดยกำหนดพื้นที่เครือข่ายความร่วมมือในการพัฒนา และข้อมูลที่เกี่ยวข้องเป็นสารสนเทศที่มีประสิทธิภาพ ทันสมัย เชื่อถือได้ และนำไปใช้ได้จริง

Abstract: The objectives of this research were 1) to study the quality of community school administration. under the Office of Primary Education, Phayao Province and 2) Study the guidelines for developing quality community schools. under the Office of Primary Education, Phayao Province. The target groups used in this research were school directors. Teachers and educational personnel of quality community schools Under the Office of Primary Education, Phayao Province, 51 people. Research tools. including questionnaires and interview forms data analysis Use frequency, mean, standard deviation. From the research results, it was found that 1) the quality of community school administration Under the Office of Primary Education, Phayao Province, the overall level was at a high level. and study results. Under the Office of Primary Educational Service Area, Phayao Province, all 8 aspects were found that 2.1) In terms of safety, it was found that safety management covers students, teachers and educational personnel 2.2) Regarding the quality assurance system, it was found that the management of the quality assurance system that could meet the needs of parents diverse community 2.3) Competency-Based Curriculum: Establishing a competency-based curriculum framework Provide a class-level curriculum be used to bring the results of the curriculum to improve the curriculum framework completely 2.4) In terms of teacher development, it was found that teachers should be promoted and developed. by training knowledge and creating a professional learning community (PLC) 2.5) In terms of teaching and learning, it was found that the 3-dimensional quality development approach was used in 8 areas 2.6) In terms of measurement and evaluation, it was found that the measurement and evaluation according to the regulations were evaluated according to actual conditions. and use a variety of methods 2.7) In terms of supervision, supervision, and follow-up, it was found that a good friend supervision was used, supervision, supervision, and follow-up of school operations continuously. and bring results to truly improve and 2.8) In the field of Big Data, it was found that there is a comprehensive management of Big Data by specifying a network area for cooperation in development. and related information is effective, modern, reliable and practical information.
