Abstract: การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษาระดับทักษะผู้บริหารสถานศึกษาในศตวรรษที่ 21 สำนักงานเขตพื้นที่การศึกษาประถมศึกษานราธิวาส เขต 1 เพื่อศึกษาระดับการปฏิบัติงานตามเกณฑ์มาตรฐานวิชาชีพครู สำนักงานเขตพื้นที่การศึกษาประถมศึกษานราธิวาส เขต 1 เพื่อเปรียบเทียบทักษะผู้บริหารสถานศึกษาในศตวรรษที่ 21 สำนักงานเขตพื้นที่การศึกษาประถมศึกษานราธิวาส เขต 1 จำแนกตามตัวแปรเพศประสบการณ์ในการทำงานและขนาดสถานศึกษา เพื่อเปรียบเทียบการปฏิบัติงานตามเกณฑ์มาตรฐานวิชาชีพครู สำนักงานเขตพื้นที่การศึกษาประถมศึกษานราธิวาสเขต 1 จำแนกตามตัวแปรเพศ ประสบการณ์ในการทำงานและขนาดสถานศึกษา เพื่อศึกษาความสัมพันธ์ระหว่างทักษะผู้บริหารสถานศึกษาในศตวรรษที่ 21 กับการปฏิบัติงานตามเกณฑ์มาตรฐานวิชาชีพครู สำนักงานเขตพื้นที่การศึกษาประถมศึกษานราธิวาส เขต 1 และเพื่อประมวลข้อเสนอแนะเกี่ยวกับทักษะผู้บริหารสถานศึกษาในศตวรรษที่ 21 กับการปฏิบัติงานตามเกณฑ์มาตรฐานวิชาชีพครู สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษานราธิวาส เขต 1 กลุ่มตัวอย่างที่ใช้ในงานวิจัย ได้แก่ ผู้บริหารสถานศึกษา และครูในสถานศึกษาสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษานราธิวาส เขต 1 จำนวน 333 คน ซึ่งกำหนดขนาดของกลุ่มตัวอย่างโดยใช้สูตรทาโร่ยามาเน่ เป็นการสุ่มตัวอย่างแบบง่าย และใช้วิธีการจับสลากแบบไม่คืนกลับเป็นขั้นตอนสุดท้าย ส่วนเครื่องมือเป็นแบบสอบถามแบ่งออกเป็น 4 ตอน สถิติที่ใช้ครั้งนี้ ได้แก่ ค่าความถี่ ค่าร้อยละ ค่าเฉลี่ยเลขคณิต ส่วนเบี่ยงเบนมาตรฐาน การทดสอบค่าที (t-Test) การทดสอบค่าเอฟ (F-Test) เมื่อพบความแตกต่างจึงใช้การทดสอบโดยใช้วิธีการของเชฟเฟ่ และค่าสัมประสิทธิ์สหสัมพันธ์ของเพียร์สัน ผลการวิจัยพบว่า 1. ระดับทักษะผู้บริหารสถานศึกษาในศตวรรษที่ 21 สำนักงานเขตพื้นที่การศึกษาประถมศึกษานราธิวาส เขต 1 ภาพรวมอยู่ในระดับมาก 2. ระดับการปฏิบัติงานตามเกณฑ์มาตรฐานวิชาชีพครู สำนักงานเขตพื้นที่การศึกษาประถมศึกษานราธิวาส เขต 1 ภาพรวมอยู่ในระดับมาก 3. เปรียบเทียบทักษะผู้บริหารสถานศึกษาในศตวรรษที่ 21 สำนักงานเขตพื้นที่การศึกษาประถมศึกษานราธิวาส เขต 1 จำแนกตามเพศ ประสบการณ์ในการทำงาน และขนาดของสถานศึกษา โดยภาพรวมไม่แตกต่างกัน ยกเว้นประสบการณ์ในการทำงาน โดยภาพรวมและรายด้านแตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ .01 4. เปรียบเทียบการปฏิบัติงานตามเกณฑ์มาตรฐานวิชาชีพครู สำนักงานเขตพื้นที่การศึกษาประถมศึกษานราธิวาส เขต 1 จำแนกตามเพศ ประสบการณ์ในการทำงาน และขนาดของสถานศึกษา โดยภาพรวมไม่แตกต่างกัน ยกเว้นประสบการณ์ในการทำงาน โดยภาพรวมและรายด้านแตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ .01 และขนาดของสถานศึกษา โดยภาพรวมและรายด้านแตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ .05 5. ความสัมพันธ์ระหว่างทักษะผู้บริหารสถานศึกษาในศตวรรษที่ 21 กับการปฏิบัติงานตามเกณฑ์มาตรฐานวิชาชีพครู สำนักงานเขตพื้นที่การศึกษาประถมศึกษานราธิวาส เขต 1 มีความสัมพันธ์เชิงบวกอย่างมีนัยสำคัญทางสถิติที่ระดับ .01 โดยมีความสัมพันธ์อยู่ในระดับสูงทุกด้าน 6. ข้อเสนอแนะเกี่ยวกับทักษะผู้บริหารสถานศึกษาในศตวรรษที่ 21 กับการปฏิบัติงานตามเกณฑ์มาตรฐานวิชาชีพครู สำนักงานเขตพื้นที่การศึกษาประถมศึกษานราธิวาส เขต 1 ได้แก่ ผู้บริหารสถานศึกษาต้องแสดงออกถึงความสามารถในการสร้างปฏิสัมพันธ์ที่ดี นำนโยบาย จุดเน้นวิสัยทัศน์ นำเทคโนโลยีต่าง ๆ เข้ามาบริหาร และสามารถสื่อสาร ถ่ายทอดข้อมูล แก้ไขปัญหาที่เกิดขึ้นในสถานศึกษาได้อย่างมีประสิทธิภาพ และครูจะต้องมีความมุ่งมั่นพัฒนาผู้เรียน มีการวางแผนวิเคราะห์หลักสูตรสถานศึกษา ร่วมมือกับผู้ปกครองในการพัฒนาและแก้ปัญหาผู้เรียนให้ดีที่สุด

Abstract: The purposes of this research was to study the level of the school administrator’s skill in 21st century in Narathiwat Primary Educational Service Area Office 1, to study the level of performance according to the standards of the teaching profession Narathiwat Primary Educational Service Area Office 1, to compare school administrator skills in the 21st century, Narathiwat Primary Educational Service Area Office 1 classified by genders, work experiences and school sizes, to compare the performance according to the standard criteria of the teaching profession Narathiwat Primary Educational Service Area Office 1 classified by genders, work experiences and school sizes, to study the relationship between the skills of school administrators in the 21st century and the performance according to professional standards of teachers, Narathiwat Primary Educational Service Area Office 1 and to collect recommendations on school administrator skills in the 21st century and performance according to professional standard criteria under the Office of Narathiwat Primary Education Service Area 1. The sample group used in the research were school administrators and 333 teachers in educational institutions under the Office of Narathiwat Primary Educational Service Area 1. The size of the sample was determined using the Taro Yamane formula, a simple random sampling method and use the non-return lottery method as a step. Eventually, the tool was a questionnaire divided into 4 parts. The statistics used in this research were frequency, percentage, arithmetic mean, standard deviation t-Test, F-Test, when differences were found, the Scheffe's Method and Pearson's correlation coefficient were adopted. The results showed that 1. Overall, the level of school administrator skills in the 21st century, Narathiwat Primary Educational Service Area Office 1 was at a high level. 2. Overall, the level of performance according to the teaching professional standard of teachers, Narathiwat Primary Educational Service Area Office 1 was at a high level. 3. A comparison of school administrator Skills in the 21st century Narathiwat Primary Educational Service Area Office 1 classified by genders, work Experiences and the sizes of the school. Overall, there is no difference except work experience and overall, each aspect was significantly different at the .01 level. 4. Comparison of performance according to professional standards of teachers Narathiwat Primary Educational Service Area Office 1 classified by genders, work experiences and the sizes of the school. Overall, there is no difference. except work experience. The overall and individual aspects were significantly different at the .01 level. The size of the school in overall each aspect were significantly different at the .05 level. 5. The relationship between school administrator skills in the 21st century and performance according to professional standards of teachers Narathiwat Primary Educational Service Area Office 1 had a positive relationship with statistical significance at the .01 level with high level of relationships in all aspects. 6. Recommendations on school administrator skills in the 21st century and teacher professional standard criteria of Narathiwat Primary Educational Service Area Office 1, i.e. school administrators must demonstrate their ability to create good interactions, implement policies, focus, visions, apply various technologies for administration and be able to communicate, convey information, effectively solve problems that arise in educational institutions. Teachers must be committed to developing learners, planning and analyzing school curriculum as well as collaborate with parents to develop and solve students' problems as best as possible.
