Abstract:
This research employed both quantitative and qualitative researches to study the success in the implementation of the policy of sending Thai laborers to work in Israel. The researcher considered guidelines for solving problems and obstacles confronting performance in accordance with this policy. Findings showed that performance in accordance with this policy exhibited worthiness and clarity. Those who were desirous of working abroad evinced readiness and proper values in view of preliminary preparation. Therefore, the implementation of the policy was successful at a certain level. Activities, projects, public relations and appropriate processes for sending laborers abroad supported performance in accordance with the policy.
The causes for less successful cases in sending these laborers abroad were due to the performance of officials, the organization of activities and projects, failures in resource readiness. This state of affairs resulted in delays in sending Thai laborers or in the laborers being sent back prior to the completion of the work contract.
Recommendations on the basis of the research findings were as follows:
The aforementioned aspects should be improved to ensure that Thai laborers would be actually needed in foreign labor markets. Markets and quotas for laborers to be sent abroad should be expanded. The system of selecting Thai laborers should be improved in order to develop employees who meet the needs of employers. Negotiations and consultations should be conducted to the end of ensuring cooperation between the agencies concerned. All of these factors taken ensemble would ensure that operations in accordance with the policy of sending Thai laborers to work in Israel would become more successful.
