Abstract:
The purposes of this research were: 1) to study the administrative skills of small educational institutions in the 21st Century according to the Bala of administrators under the Office of Khon Kaen Primary Educational Service Area 4; 2) to propose the guideline for developing the administrative skills of small educational institutions in the 21st Century according to the Bala of administrators under the Office of Khon Kaen Primary Educational Service Area 4. This study was carried out by means of mixed-method research. The sample group included 92 administrators of small educational institutions under the Office of Khon Kaen Primary Educational Service Area 4. The research tools were a questionnaire with a reliability of 0.975 and an interview. Statistics used in data analysis were: frequency, percentage, mean, and standard deviation.
The research results were as follows:
1) The overall administrative skills of small educational institutions in the 21st Century, according to the Bala of administrators under the Office of Khon Kaen Primary Educational Service Area 4 were statistically rated at a high level of practice. The most practical aspect was teamwork skills, followed by technology use skills, communication skills, and decision-making skills, respectively. The aspect with the lowest performance was problem-solving skills.
2) The important guideline for developing the administrative skills of small educational institutions in the 21st Century, according to the Bala is communication skills: the administrators should create understanding, assignments should be written, and coordinating with other agencies should be effectively made. Regarding decision-making skills: conflict management in schools should be managed by allowing teachers to participate and using democratic principles in decision-making. Regarding problem-solving skills: all parties should be encouraged to participate in solving problems. In terms of teamwork skills: tasks should be assigned to comply with knowledge and competence and provide opportunities for teachers to exchange knowledge and present work or talents. Regarding technology skills: the administrators should have knowledge and ability to provide technology to apply in various management tasks appropriately.
