Abstract: การวิจัยนี้มีวัตถุประสงค์เพื่อ 1) ศึกษาสภาพปัจจุบัน สภาพที่พึงประสงค์และความต้องการจำเป็นภาวะผู้นำทางการศึกษาในศตวรรษที่ 21 ของผู้บริหารโรงเรียนมัธยมศึกษา อำเภอพระนครศรีอยุธยา จังหวัดพระนครศรีอยุธยา 2) ศึกษาวิธีการพัฒนาภาวะผู้นำทางการศึกษาในศตวรรษที่ 21 ตามหลักทุติยปาปณิกสูตรของผู้บริหารโรงเรียนมัธยมศึกษา อำเภอพระนครศรีอยุธยา จังหวัดพระนครศรีอยุธยา 3) เสนอแนวทางการพัฒนาภาวะผู้นำทางการศึกษาในศตวรรษที่ 21 ตามหลักทุติยปาปณิกสูตรของผู้บริหารโรงเรียนมัธยมศึกษา อำเภอพระนครศรีอยุธยา จังหวัดพระนครศรีอยุธยา โดยใช้ระเบียบวิธีวิจัยแบบผสานวิธี ได้แก่ การวิจัยเชิงปริมาณ กลุ่มตัวอย่างคือ ผู้บริหารและครูในโรงเรียนมัธยมศึกษา อำเภอพระนครศรีอยุธยา จังหวัดพระนครศรีอยุธยา จำนวน 210 คน เครื่องมือที่ใช้ คือ แบบสอบถาม สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ค่าเฉลี่ย ค่าเบี่ยงเบนมาตรฐาน และค่าความต้องการจำเป็น ส่วนการวิจัยเชิงคุณภาพ มีผู้ให้ข้อมูลสำคัญ คือ ผู้ทรงคุณวุฒิ จำนวน 17 รูป/คน เครื่องมือที่ใช้ คือ แบบสัมภาษณ์กึ่งโครงสร้าง วิเคราะห์ข้อมูลโดยการวิเคราะห์เนื้อหา ค่าความถี่และค่าร้อยละ ผลการวิจัยพบว่า 1. สภาพภาวะผู้นำทางการศึกษาในศตวรรษที่ 21 ของผู้บริหารโรงเรียนที่ปฏิบัติในปัจจุบัน ภาพรวมอยู่ในระดับมาก สภาพที่พึงประสงค์ที่ต้องการให้เกิดขึ้นในอนาคต ภาพรวมอยู่ในระดับมากที่สุด และเมื่อพิจารณาเป็นรายด้านค่าความต้องการจำเป็นที่ควรได้รับการพัฒนาภาวะผู้นำทางการศึกษาโดยเรียงลำดับจากมากไปหาน้อย ได้แก่ การมีวิสัยทัศน์ การสื่อสารอย่างมีประสิทธิภาพ การบริหารทรัพยากรบุคคล การมีคุณธรรมจริยธรรม และการมีมนุษย์สัมพันธ์ 2. วิธีการพัฒนาภาวะผู้นำทางการศึกษาในศตวรรษที่ 21 ตามหลักทุติยปาปณิกสูตรมี 3 ขั้นตอน โดยผู้วิจัยได้นำมาบูรณาการกับหลักทุติยปาปณิกสูตร ได้แก่ 1) การจัดการตนเอง ด้านจักขุมา มี 4วิธี ด้านวิธุโร มี 5 วิธี และด้านนิสสยสัมปันโน มี 3 วิธี 2) การร่วมมือทางสังคม ด้านจักขุมา มี 4 วิธี ด้านวิธุโร มี 5 วิธี และด้านนิสสยสัมปันโน มี3 วิธี และ 3) การสนับสนุนและส่งเสริมการทำงาน ด้านจักขุมา มี 4 วิธี ด้านวิธุโร มี 2 วิธี และด้านนิสสยสัมปันโน มี 3 วิธี 3. แนวทางในการพัฒนาภาวะผู้นำทางการศึกษาในศตวรรษที่ 21 ตามหลักทุติยปาปณิกสูตร แบ่งออกได้ 3 ส่วน ดังนี้ 1) คุณลักษณะภาวะผู้นำทางการศึกษาในศตวรรษที่ 21ได้แก่ มองไกลอย่างก้าวหน้า (การมีวิสัยทัศน์) พูดจาอัชฌาสัย (การสื่อสารอย่างมีประสิทธิภาพ) บริหารคนด้วยหัวใจ (การบริหารทรัพยากรบุคคล) ยึดถือในหลักคุณธรรม (การมีคุณธรรมและจริยธรรม) พร้อมนำ ทำ ร่วมมือร่วมใจ (การมีมนุษย์สัมพันธ์) 2) หลักทุติยปาปณิกสูตร ได้แก่ จักขุมา(มีวิสัยทัศน์กว้างไกล) วิธูโร (มีความเชี่ยวชาญ) และนิสสยสัมปันโน (มีมนุษย์สัมพันธ์ดี) และ 3) ขั้นตอนการพัฒนาภาวะผู้นำ""

Abstract: The objectives of this research are: 1) to study the state of leadership and requirements of leadership in education in the 21st century of school administrators under the Office of Phra Nakhon Si Ayutthaya Secondary Educational Service Area, 2) to study methods for developing the leadership in education in the 21st century according to Dutiya Papanika Sutta of school administrators under the Office of Phra Nakhon Si Ayutthaya Secondary Educational Service Area, and 3) to propose the guidelines of developing the leadership in education in the 21st century according to Dutiya Papanika Sutta of school administrators under the Office of Phra Nakhon Si Ayutthaya Secondary Educational Service Area. The mixed research methods were used in the study. The quantitative data were collected by questionnaires from 210 samples and analyzed by percentage, mean and standard deviation. The qualitative data were collected by in-depth interviews with 17 key-informants and then analyzed by content analysis. The research results were found that: 1. The state of leadership and requirements of leadership in education in the 21st century of school administrators under the Office of Phra Nakhon Si Ayutthaya Secondary Educational Service Area was at a high level totally. The aspects that should be urgently developed are vision, effective communication, human resources management, morality and ethics, and human relations respectively. 2. The methods for developing the leadership in education in the 21st century according to Dutiya Papanika Sutta of school administrators under the Office of Phra Nakhon Si Ayutthaya Secondary Educational Service Area have 3 steps as follows: 1) Self-management has 4 methods in Cakkhuma, 5 methods in Vidhuro, and 3 methods in Nissayasampanno. 2) Social cooperation has 4 methods in Cakkhuma, 5 methods in Vidhuro, and 3 methods in Nissayasampanno. 3) Work support and promotion has 4 methods in Cakkhuma, 2 methods in Vidhuro, and 3 methods in Nissayasampanno. 3. The guidelines of developing the leadership in education in the 21st century according to Dutiya Papanika Sutta of school administrators under the Office of Phra Nakhon Si Ayutthaya Secondary Educational Service Area are divided into 3 parts as follows: 1) Characteristics of educational leadership in the 21st century consist of vision skills, communication skills, skills in human resources management, ethics skills, and human relations skills. 2) Principles of Dutiya Papanika Sutta are Cakkhuma (to have vision), Vidhuro (to have skills and experiences), and Nissaya Sampanno (to have human relations skills). 3) The steps in leadership development.
