Abstract:
The objectives of this research were: 1) to study the management of professional learning community of educational institutions under Office of the Private Education Commission; 2) to develop strategies for professional learning community of educational institutions under Office of the Private Education Commission; and 3) to propose strategies for professional learning community of educational institutions under Office of the Private Education Commission. The mixed research methodology was used in the study. The quantitative research method was used in collecting the quantitative data from 384 samples by using questionnaire and analyzed by percentage, mean, and standard deviation. The qualitative research method was used in interviews with 10 experts and group discussions with 10 experts. The data were analyzed by content analysis.
The results of the research found that:
1. The administrators and teachers had opinions on the management of professional learning community of educational institutions under Office of the Private Education Commission in all 6 aspects at a high level overall. Sorted in descending order, the highest level was on Kalyanamitta community, followed by learning for professional development, co-leadership, structure for community support, shared vision, and team work respectively.
2. Development of strategies for professional learning community of educational institutions under Office of the Private Education Commission consists of 6 sub-strategies and 54 tactics,. They are: 1) 10 tactics in Shared Vision Strategy, 2) 10 tactics in Teamwork Strategy, 3) 7 tactics in Co- leadership Strategy, 4) 9 tactics in Strategies in learning for professional development, 5) 9 tactics in Kalyanamitta Community Strategies, and 6) 9 tactics in Strategies for Community Support Structure.
3. The strategies for professional learning community of educational institutions under Office of the Private Education Commission consist of: Vision with a focus on development and management of professional learning community in educational institutions for the achievement of the learners; Missions consist of: 1) To develop effective management of professional learning community in educational institutions, 2) To create cooperation among teachers, school administrator, and the organizations concerned, and 3) To jointly enhance the management of professional learning community in educational institutions to create sustainable learning powers. Targets are: 1) to develop learners for self-learning, 2) to create continuous professional learning and tools for continuous and sustainable development, 3) to create changes by learning from the actual practice of teachers, to develop teachers profession through the development of learners, and to review the teachers performance affecting the learners learning, and 4) to collaborate the work with teachers based on Kalyanamitta principles, to cooperate with all parties to develop learners, to exchange knowledge and learning process, and to develop teachers' working methods by PLC Strategy with 6 sub-strategies and 54 tactics.
