Abstract:
The objectives of this dissertation are: 1) to study the state of effective personnel administration for primary schools under Bangkok Metropolitan Administration, 2) to develop a model of effective personnel administration based on Buddhadhamma for primary schools under Bangkok Metropolitan Administration, and
3) to propose the model of effective personnel administration based on Buddhadhamma for primary schools under Bangkok Metropolitan Administration. The mixed research methods were used in the study. The qualitative data were collected from documents, in-depth interviews with 5 school administrators by using interview form and focus group discussions with 9 experts. The quantitative data concerning the state of problems were collected from 372 school teachers and administrators. For the effective model assessment, the data were collected by random from 417 samples through questionnaires. The data were analyzed by content analysis, percentage, frequency, mean and standard deviation.
The results of the study were found that:
1. The state of problems in personnel administration is in 3 aspects;
1) Recruitment, 2) Personnel quality insurance and 3) Efficiency promotion in duty performance. The details of effective personnel administration based on Buddhadhamma in each aspect are as follows: 1) In recruitment; the rate of salary should be equal depending on education background and the seniority should be based on years in work duration. 2) In personnel quality insurance; the school environment and circumstance should be raised into consideration and analysis. 3) In efficiency promotion in duty performance; the school personnel should be informed and provided with orientation, work load, work standard, professional standard, ethics, professional ethics, and performance evaluation criteria.
2. The result of development of the effective personnel administration model based on Buddhadhamma for primary schools under Bangkok Metropolitan Administration was at a high level overall in 4 aspects. In descending order, the highest level was on utility, accuracy, suitability and feasibility respectively.
3. The model of effective personnel administration based on Buddhadhamma for primary schools under Bangkok Metropolitan Administration consists of 5 components; 1) Principle, 2) Objective, 3) Personnel administration based on Buddhadhamma composted of (1) Burden, (2) Process, (3) Buddhadhamma principles, and (4) Personnel development project, 4) Implementation and 5) Achievement conditions.
