Abstract:
The objectives of this research were: 1) to study the current state of decision-making of primary school administrators, 2) to study how to develop the Buddhist decision-making of primary school administrators, and 3) to propose a model of Buddhist decision-making of primary school administrators in the Socialist Republic of Vietnam. The mixed research methodology was used in the study. The quantitative data were collected by questionnaires from 361 samples and analyzed by percentage, mean and standard deviation. The qualitative data were obtained by in-depth interviews with 10 experts and focus group discussions with 10 key-informants and the analyzed by content analysis.

The current state of decision-making of primary school administrators in 3 aspects was at a high level. The school administrators understood the problems and indentified the problem significance, listen to suggestions and opinions of the teamwork to find solution creatively, and find the best method to solve the problems. How to develop the Buddhist decision-making of primary school administrators is to follow 4 principles of decision-making development methods and 5 steps in decision-making. They are 1) Scope the problem by identifying its significance, 2) Option finding by setting the order of problem factors, 3) Choosing the best by comparing the negative and positive results of the solution, 4) To follow the option by the appropriate planning, and 5) Evaluation and improvement, follow-up and assessment of the effectiveness based the principles of the Four Noble Truths.
The model of Buddhist decision-making of primary school administrators in the Socialist Republic of Vietnam consists of 4 parts; 1) Lead consisting of intrinsic and extrinsic environment, principles in decision-making and methods in decision-making, 2) Model consisting of work system with 5 steps in decision-making; scope the problem, option finding, option choosing, evaluation and improvement, and 7 steps in decision-making process, 3) Implementation consisting of structure, decision-making, skilled personnel, Dhamma principles, place, budget, salary, and assessment guideline based on the principles of the Four Noble Truths, and 4) Conditions of success depending on contexts, knowledge and experiences in decision-making of primary school administrators in the Socialist Republic of Vietnam.
