Abstract:
Objectives of this dissertation were: 1. To study the effectiveness of the administration of local administrative organizations in Chanthaburi Province, 2. To study the factors affecting the administration of local administrative organizations in Chanthaburi province, and 3. To propose the Buddhist integration to promote the effectiveness of the administration of local administrative organizations in Chanthaburi Province, conducted by the mixed research methods. The quantitative research, data were collected from 270 samples who were local government organizations in Chanthaburi province using questionnaire with reliability value of 0.900, and analyzed by frequency, percentage, mean, averages, standard deviations, and multiple regression analysis. The qualitative research, data were collected from 18 key informants by face-to-face in-depth-interview. Data were analyzed by descriptive interpretation and from 10 participants in focus group discussion to confirm after the data analysis.
The research findings were as follow:
1. Administration effectiveness of Local Administrative Organizations in Chanthaburi Province, by overall, was at moderate level (x̅= 3.44. Each aspect consisting of 1) the achievement aspects in integration with other agencies, 2) the achievement in revenue collection, 3) the achievement in budget expenditure, 4) the achievement in projects management for the organization and the people, and 5) the achievement in line with the ordinance goals. All aspects were at moderate level. The 5 principles were the important basic principles of the effectiveness administration of the local administrative organizations in Chanthaburi Province which is the administration method to achieve the real sustainable development goals.
2. Factors that affected the administration effectiveness of local administrative organizations in Chanthaburi Province included: 1) Management, correction and development, and planning aspects affected the administration of local administrative organizations in Chanthaburi Province by 82.00 percent, and 2) Management according to the principles of the four Iddhipāda. Vimamsă, working with well understanding, affected the administration of local administrative organizations in Chanthaburi province by 34.3 percent. Working with well understanding with concentration on the work responsibility to gain more knowledge for oneself and organizations was to solve problems that arose. It is important for local administrative organization executives, as community leaders are representatives in negotiation, cooperation including direct coordination with people to bring government policies to local people very well, and the management principle must consist of the principles of meetings. 3. Integration of the four Iddhipāda principles to promote the effectiveness of the administration of local administrative organizations in Chanthaburi Province was found that the management process consisted of 4 principles: good planning (planning), action (operational aspect). Leading collaboration (coordination), leading audit (audit side) responsive to everyone's needs (correction and development). These principles that lead to the promotion of the effectiveness of the administration of local administrative organizations in Chanthaburi Province, consisted of 6 principles: Commitment to the development and planning of work (the achievement of the goals achieved in accordance with the ordinances). Personnel with knowledge and ability to educate the public (the successful results of revenue collection). Determining how expenditures are disbursed. The time frame for paying to reduce the process (successful disbursement of budget expenditure), Training, exchange, educating, participating in activities to build knowledge (achievements that are integrated with other agencies). Developing projects that are beneficial to the public (project success for the organization and the public). Management development plan with the department to achieve the goal (the achievement is in line with the provincial strategic plan) Being able to develop sustainable management.
