Abstract: การวิจัยครั้งนี้มีวัตถุประสงค์ 1) เพื่อศึกษาการพัฒนาคุณภาพชีวิตของประชาชน ในกลุ่มจังหวัดภาคเหนือตอนบน 2 2) เพื่อขับเคลื่อนยุทธศาสตร์การพัฒนาพื้นที่กับการพัฒนาคุณภาพชีวิตของประชาชน ในกลุ่มจังหวัดภาคเหนือตอนบน 2 3) เพื่อนำเสนอปัจจัยการขับเคลื่อนยุทธศาสตร์การพัฒนาพื้นที่กับการพัฒนาคุณภาพชีวิตของประชาชน ในกลุ่มจังหวัดภาคเหนือตอนบน 2 โดยใช้การวิจัยแบบผสานวิธี ทำการเก็บข้อมูลเชิงปริมาณโดยใช้แบบสอบถาม และการเก็บข้อมูลเชิงคุณภาพ โดยการสัมภาษณ์เชิงลึก ผลการวิจัยพบว่า 1. การพัฒนาคุณภาพชีวิตของประชาชน ในกลุ่มจังหวัดภาคเหนือตอนบน 2 ตามยุทธศาสตร์ต่อการพัฒนาคุณภาพชีวิตของประชาชน ในกลุ่มจังหวัดภาคเหนือตอนบน 2 ใน 4 ด้าน คือ 1) ด้านเสริมสร้างสภาพแวดล้อมในการพัฒนาการค้า การลงทุน และโลจิสติกส์เชื่อมโยงอนุภูมิภาคลุ่มน้ำโขงและเตรียมพร้อมรับความร่วมมือประชาคมอาเซียน 2) ด้านการสร้างความเข้มแข็งและเพิ่มประสิทธิภาพการผลิตภาคเกษตรและอุตสาหกรรมการเกษตรเพื่อเพิ่มมูลค่าสินค้าเกษตรที่มีศักยภาพ 3) ด้านพัฒนาและส่งเสริมการท่องเที่ยวเชิงอนุรักษ์วัฒนธรรมและสุขภาพ และ 4) ด้านดำรงฐานทรัพยากรธรรมชาติที่อุดมสมบูรณ์และการจัดการสิ่งแวดล้อมที่ดี โดยภาพรวมอยู่ในระดับปานกลางทุกด้าน 2. การขับเคลื่อนยุทธศาสตร์การพัฒนาพื้นที่กับการพัฒนาคุณภาพชีวิตของประชาชน โดยเชื่อมโยงระหว่างแผนยุทธศาสตร์ระดับชาติ แผนพัฒนาภาค แผนพัฒนาจังหวัดกลุ่มจังหวัด และแผนพัฒนาพื้นที่ ให้ความสำคัญกับการจัดทำแผนพัฒนาให้มีความเชื่อมโยงสอดคล้องกันทั้งระบบ คือ การเชื่อมโยงยุทธศาสตร์ชาติ แผนพัฒนาเศรษฐกิจและสังคมแห่งชาติ แผนแม่บทต่าง ๆ และแผนพัฒนาภาค ลงไปสู่แผนพัฒนาในระดับพื้นที่ เพื่อใช้เป็นแนวทางในการพัฒนา ซึ่งเป็นการสะท้อนสภาพปัญหาและความต้องการของประชาชนในพื้นที่ ส่งต่อมายังผู้เกี่ยวข้องเพื่อวางยุทธศาสตร์ ตลอดจนจัดทำแผนพัฒนาพื้นที่ให้ตอบสนองต่อความต้องการของประชาชน เป็นการเพิ่มประสิทธิภาพและประสิทธิผลสู่การพัฒนาที่ยั่งยืน 3. ปัจจัยในการการขับเคลื่อนยุทธศาสตร์การพัฒนาพื้นที่กับการพัฒนาคุณภาพชีวิตของประชาชน ปัจจัยที่ส่งผลสู่การขับเคลื่อนการพัฒนาพื้นที่อย่างมีประสิทธิภาพ ด้วยการบูรณาการเปิดกว้างและเชื่อมโยงถึงกันทุกภาคส่วน โดยยึดประชาชนเป็นศูนย์กลางและตอบสนองความต้องการของประชาชน หน่วยงานของรัฐมีศักยภาพสูงและทันสมัย สร้างนวัตกรรมหรือความคิดริเริ่มและประยุกต์องค์ความรู้ในแบบสหสาขาวิชาเข้ามาใช้ และสามารถตอบสนองกับสถานการณ์ต่างๆ ได้อย่างทันเวลา การผสานพลังทุกภาคส่วน ระหว่างภาครัฐและภาคส่วนอื่นๆ ในสังคมเป็นการยกระดับการทํางานให้สูงขึ้นไปกว่าการประสานงานกันหรือทํางานด้วยกัน ไปสู่การร่วมมือกันอย่างแท้จริงโดยจัดระบบให้มีการวางแผนเพื่อให้บรรลุวัตถุประสงค์และเป้าหมายที่ต้องการร่วมกัน ตลอดถึงสร้างนวัตกรรมการคิดค้นและแสวงหาวิธีการหรือแนวทางใหม่ๆ ตอบสนองปัญหาความต้องการของประชาชนในพื้นที่ และใช้ความคิดสร้างสรรค์เพื่อสร้างไอเดียสําหรับพัฒนาพื้นที่ ขับเคลื่อนด้วยการปรับเข้าสู่การเป็นดิจิทัล สู่การพัฒนาที่ยั่งยืนตามบริบทและศักยภาพของพื้นที่

Abstract: The study consisted of the following objectives: 1) to investigate the development of people’s quality of life in Upper Northern Provincial Cluster 2; 2) to mobilize the area development strategies and the development of people’s quality of life in Upper Northern Provincial Cluster 2; and 3) to present factors for mobilizing the area development strategies and the development of people’s quality of life in Upper Northern Provincial Cluster 2. The study adopted a mixed-methods approach, with quantitative data collected via questionnaires and qualitative data collected via in-depth interviews. 1) The development of people’s quality of life in Upper Northern Provincial Cluster 2 according to the strategies consists of 4 aspect as follows: (1) Improving the climate for increasing trade, investment, and logistics that connects the Mekong Sub-region and prepares for ASEAN Community collaboration; (2) Enhancing the value of potential agricultural products through strengthening and increasing the efficiency of agricultural production and agro-industry; (3) Developing and promoting cultural and health conservation tourism; and (4) Maintaining a rich natural resource base and practicing effective environmental management. All of these 4 aspects are overall at a moderate level. 2) The mobilization of the area development strategies and the development of people’s quality of life, which are linked to the National Strategy, Regional Development Strategy, Provincial Cluster Development Plans, and Area Development Plan emphasize the creation of development plans that are consistent across the system. This is based on the connection of the National Strategy, the National Economic and Social Development Plan, various master plans and regional development plans all the way down to area-level development plans, in order to serve as the guidelines for the development. This is a reflection of people's problems and needs in the areas that have been passed down to relevant people in order to lay down strategies and make area development plans to respond to people's needs, as well as a way to increase efficiency and effectiveness, which will lead to sustainable development. 3) Factors for mobilizing the area development strategies and the development of people’s quality of life in Upper Northern Provincial Cluster 2 are based on broad integration and connecting all sectors, with people acting as the center and responding to people's demands. This involves government agencies with advanced and modern potential, as well as generating innovation or initiatives and utilizing interdisciplinary knowledge to respond to varied crises in a timely manner. The integration of all sectors between the government and other sectors in society aims to raise the level of work above coordination or collaboration and towards actual cooperation with a plan to accomplish common objectives and goals. Including, the building of innovation that seeks new ways or approaches to respond to the needs of people in the areas, as well as the use of creative ideas to produce ideas for developing and digitizing the areas. All of this will lead to long-term development based on the context and potential of each area.
