Abstract: การศึกษาครั้งนี้มีวัตถุประสงค์เพื่อ ๑) เพื่อสร้งกลไกการขับเคลื่อนเศรษฐกิจและสังคมในการพัฒนาศักยภาพทุนทางทรัพยากรและทุนทางวัฒนธรรมไทย ๒) เพื่อวิเคราะห์กลไกการขับเคลื่อนเศรษฐกิจและสังคมในการพัฒนาศักยภาพทุนทางทรัพยากรและทุนทางวัฒนธรรมไทย ๓) เพื่อนำเสนอกลุ่มตัวอย่าง และผู้ให้ข้อมูลสำคัญ ได้แก่ กลุ่มประชาชนในชุมชน กลุ่มผู้ค้าและผู้ผลิต และกลุ่มครูภูมิปัญญาท้องถิ่น จำนวน ๒๕ คน โดยใช้วิธีการวิจัยเชิงปฏิบัติการ (Action Research Methodology) โดยการวิจัยแบบมีส่วนร่วม และการวิจัยเชิงปฏิบัติการ ผสมผสานเข้าด้วยกัน ผลการวิจัยพบว่า ๑. วิเคราะห์กลไกการขับเคลื่อนเศรษฐกิจและสังคมในการพัฒนาศักยภาพทุนทางทรัพยากรและทุนทางวัฒนธรรมทย พบว่า เงื่อนข ข้อจำกัดในการพัฒนาเศรษฐกิจฐานรากในตำบลหนองลู อำเภอสังขละบุรี จังหวัดกาญจนบุรี ในมิติการขับเคลื่อนเศรษฐกิจและสังคมในการพัฒนาศักยภาพทุนทางทรัพยากรและทุนทางวัฒนธรรมไทยนี้ นำเสนอแบ่งเป็น ๓ ประเด็น ได้แก่ ๑) ชุมชนกับการจัดการตนเอง ๒)องค์การปกครองส่วนท้องถิ่นกับการพัฒนาเศรษฐกิจฐานราก และ ๓) ทุนทางทรัพยากรและทุนทางวัฒนธรรมไทยเพื่อการขับเคลื่อนเศรษฐกิจฐานราก การพัฒนาศักยภาพทุนทางทรัพยากรและทุนทางวัฒนธรรมในการพึ่งตนเองของชุมชนได้อย่างแท้จริงนั้น เป็นเรื่องที่ต้องใช้ความอดทน เพราะแต่ละขั้นตอนที่ทำจะต้องอาศัยความเข้าใจ และความร่วมมือร่วมใจจากชาวบ้านในชุมชน เพราะเป็นเรื่องที่จะเกิดผลในระยะยาวมากกว่า จึงอธิบายให้ชุมชนเข้าใจได้ยาก และเมื่อไม่เข้าใจก็มีอันต้องล้มเลิกเสียกลางคัน ทำให้ความพยายามทั้งหมดที่ผ่านมาเสียไปโดยเปล่าประโยชน์ แต่อย่างไรก็ดี ถ้าชุมชนหรือหมู่บ้านใดต้องการพัฒนาให้ท้องถิ่นของตนเองดีขึ้นก็จะต้องตั้งใจทำ แล้วก็ต้องทำอย่างเป็นกระบวนการเป็นขั้นเป็นตอน และที่สำคัญต้องจริงจังกับกระบวนการ ๒. สร้างกลกการขับเคลื่อนเศรษฐกิจและสังคมในการพัฒนาศักยภาพทุนทางทรัพยากรและทุนทางวัฒนธรรมในการพึ่งตนเองของชุมชนได้อย่างแท้จริงนั้น เป็นเรื่องที่ต้องใช้ความอดทน เพราะแต่ละขั้นตอนที่ทำจะต้องอาศัยความเข้าใจ และความร่วมมือร่วมใจจากชาวบ้านในชุมชน เพราะเป็นเรื่องที่จะเกิดผลในระยะยาวมากกว่า จึงอธิบายให้ชุมชนเข้าใจได้ยาก และเมื่อไม่เข้าใจก็มีอันต้องล้มเลิกเสียกลางคัน ทำให้ความพยายามทั้งหมดที่ผ่านมาเสียไปโดยเปล่าประโยชน์ แต่อย่างไรก็ดี ถ้าชุมชนหรือหมู่บ้านใดต้องการพัฒนาให้ท้องถิ่นของตนเองดีขึ้นก็จะต้องตั้งใจทำ การสร้างกลไกการขับเคลื่อนเศษฐกิจและสังคมในการพัฒนาศักยภาพทุนทางทรัพยากรและทุนทางวัฒนธรรมนั้น สามารถยึดการบุคคลภายนอกชุมชน หรือทำโดยการสอน การฝึกอบรม ชุมชนที่เข้มแข็งจะมีกระบวนการในการจัดการของชุมชน มีการเรียนรู้ร่วมกัน มีกิจกรรมเพิ่มคุณค่าทุนทางสังคมและ ทุนทางวัฒนธรรมของคนในชุมชนภายใต้ระบบความสัมพันธ์ระหว่างคนในชุมชน เป็นเครือข่ายชุมชน และมีการขยายพันธมิตรออกไปนอกชุมชนในลักษณะสร้างความสัมพันธ์ " ดังนั้น ทุกชุมชนจึงต้องร่วมกัน สร้างพลังชุมชน และใช้พลังชุมชนในการพัฒนาชุมชน ๓. รูปแบบกลไกการขับเคลื่อนเศรษฐกิจและสังคมในการพัฒนาศักยภาพทุนทางทรัพยากรและทุนทางวัฒนธรรม พบว่า ชุมชนบ้านวังกะได้มีการจัดทำแผนพัฒนาภายใต้หลักการดังกล่าว โดยมีกระบวนการสำรวจข้อมูลของตนเองรู้จักตนเอง รู้จักท้องถิ่น ก็จะนำไปสู่กระบวนการพูดคุยปรึกษาระหว่างคนในชุมชนท้องถิ่นหน่วยงาน ภาคี ทุกกลุ่ม ทุกฝ่าย เพื่อร่วมกันระดมปัญหาและแนวทางการแก้ไขปัญหาร่วมกันทั้งปัญหาเร่งด่วนเฉพาะหน้า และสิ่งที่ต้องพัฒนาหรือฟื้นฟูชุมชนท้องถิ่น นำมาจัดทำแผนปฏิบัติการแก้ไขปัญหาและพัฒนาชุมชนท้องถิ่นในทุกด้านทั้งแผนระยะสั้นระยะกลาง และระยะยาวที่สอดคล้องกับปัญหาความเดือดร้อน ความต้องการ และสร้างโอกาสการพัฒนาด้านต่างๆให้กับผู้คนในชุมชนท้องถิ่นของเราเอง ทั้งการแก้ไขปัญหาความยากจน หนี้สิน ที่ดินทำกิน ราคาผลผลิตตกต่ำ การฟื้นฟูทรัพยากร ธรรมชาติและสิ่งแวดล้อม การจัดระบบสวัสดิการชุมชน ฯลฯ รวมถึงมีเป้าหมายชัดเจนและมีระบบจัดการร่วมกันเพื่อให้สามารถบรรลุเป้าหมายการพัฒนานั้น ๆ ก็จะนำไปสู่การฟื้นฟูและพัฒนาชุมชนท้องถิ่นอย่างเข้มแข็ง และยั่งยืน รวมถึงนำไปสู่การจัดการตนเองของชุมชนท้องถิ่นในที่สุด

Abstract: The objectives of this study are: 1) to create a mechanism for economic and social driving in the development of resource capital and Thai cultural capital; 2) to analyze the economic and social driving mechanism in developing resource capital and cultural capital. 3)to propose mechanisms for economic and social driving in the development of resource capital and Thai cultural capital. Sample group And key informants are people in the community Traders and manufacturers And a group of 25 local wisdom teachers using Action Research Methodology by participatory research. And action research Blend together The research results revealed that: 1. Analysis of the economic and social drive mechanisms for the development of resource capital and Thai cultural capital found that the constraints on the foundation economic development in Nong Lu Sangkhlaburi District Kanchanaburi In this dimension of economic and social driving in the development of resource capital and Thai cultural capital The presentation is divided into 3 issues: 1) community and self- management, 2) local sovernment organization and foundation economic development, and 3) resource capital and Thai cultural capital for driving the foundation economy. The development of potential, resource capital and cultural capital in the real self-reliance of the community It is a matter of patience. Because each step must be understood Andcooperation from villagers in the community Because it is more likely to have long-term effects Therefore difficult to explain to the community And when I did not understand, it had to be abandoned in the middle Wasted all past efforts But however If any community or village wants to improve their own localities, they must do so. The model of economic and social driving mechanism in developing resource capital and cultural capital found that Ban Wang Ka community has developed a development plan under the above principles. By having a process of exploring their own information, knowing themselves Know the local It will lead to a process of discussion among local communities, agencies, all groups and parties to jointly mobilize problems and solutions to solve problems together, both urgent problems immediately And things that need to develop or restore local communities Bring to form an action plan for solving problems and developing local communities in all aspects including short-term and medium-term plans And long-term, which corresponds to the problems, needs, and creates various development opportunities for people in our local communities. Including solving poverty problems, debt, arable land, lower product prices Resource restoration Nature and environment Organizing a community welfare system, etc. including having clear goals And having a joint management system to achieve that development goal will lead to strong and sustainable local community restoration and development, and ultimately lead to self-management of local communities.
