Abstract: งานวิจัยนี้มีวัตถุประสงค์เพื่อ 1) เพื่อศึกษาการพัฒนาการด้านภาษาถิ่น ของชุมชนลุ่มแม่น้ำโขง จังหวัดหนองคาย 2) เพื่อศึกษาพลวัตภูมิปัญญาภาษาท้องถิ่นกับการเปลี่ยนแปลงทางสังคมและวัฒนธรรม และ 3) เพื่อศึกษาวิเคราะห์อิทธิพลทางสังคม วัฒนธรรมและภาษาอังกฤษที่มีต่อภาษาถิ่น เครื่องมือในการเก็บรวบรวมข้อมูลเป็นแบบสัมภาษณ์ และแบบการสังเกต การเก็บรวบรวมข้อมูล โดยการสัมภาษณ์และสังเกตแบบมีส่วนร่วม กลุ่มผู้ให้ข้อมูลสำคัญ ประกอบด้วย ปราชญ์ภูมิปัญญาท้องถิ่น ผู้เชี่ยวชาญเรื่องภาษาหรือชาวบ้านที่เข้าใจโครงสร้างของภาษาที่อาศัยอยู่ในพื้นที่ในเขตชุมชนลุ่มแม่น้ำโขงในจังหวัดหนองคาย ได้มาโดยวิธีการเลือกแบบเจาะจง (Purposive Sampling) จำนวน 15-20 รูป/คน แล้วนำผลการสัมภาษณ์ไปวิเคราะห์และสังเคราะห์ข้อมูลด้วยการตีความและสร้างข้อสรุปให้สอดคล้องกับวัตถุประสงค์ ผลจากการวิจัย พบว่า อักษรถิ่นอีสานกำลังเริ่มมีการฟื้นฟูด้วยระบบของรัฐบาล ทั้งนี้อาจเป็นเพราะว่า อักษรถิ่นอีสานเป็นภูมิปัญญาดั่งเดิมของคนอีสาน ได้แก่ อักษรไทยน้อย และอักษรธรรม ซึ่งจะเห็นได้จากในปี พ.ศ. 2555 กรมส่งเสริมวัฒนธรรมกระทรวงวัฒนธรรม ได้มีพิธีประกาศขึ้นทะเบียนมรดกภูมิปัญญาทางวัฒนธรรมของชาติ ประจำปีพุทธศักราช 2555 จำนวน 6 รายการด้วยกัน คือ 1) อักษรธรรมล้านนา 2) อักษรไทยน้อย 3) อักษรธรรมอีสาน 4) ภาษาชอง 5) ภาษาฮกุร และ 6) ภาษาก๋อง ซึ่งในรายการขึ้นทะเบียนมรดกดังกล่าวได้มี อักษรอีสานได้ขึ้นทะเบียนเป็นมรดก ภูมิปัญญาทางวัฒนธรรมเรียบร้อยด้วยเช่นกัน คือ อักษรไทยน้อย และอักษรธรรมอีสาน ซึ่งก็เป็นสิ่งที่น่าภาคภูมิใจเป็นอย่างยิ่ง ซึ่งวัตถุประสงค์ของการขึ้นทะเบียนในครั้งนี้ ก็เพราะว่า ภาษาและอักษรเป็นมดรกทางภูมิปัญญาของชุมชน เสี่ยงต่อการสูญหาย หรือผชิญกับภัยคุกคาม ดังนั้น สถาบันครอบครัวเป็นสิ่งแรกที่ควรปลูกฝังให้เด็กเห็นว่าภาษาถิ่นมี ความสำคัญอย่างไร และปลูกฝังให้เด็ก ไม่อายกล้าที่จะพูดภาษาถิ่นในสังคม หรือในครอบครัว ส่วนสถาบันที่สองคือคนในสังคม ที่ไม่ควรทำรังเกียจหรือเห็นว่าคนพูดภาษาถิ่นเป็นสิ่งแปลกประหลาด เราควรยกย่องด้วยซ้ำ เพราะภาษาถิ่นมีคุณค่าควรแก่การรักษาไว้

Abstract: The purposes of this research were: 1) To study dialect for development Of the Mekong River Basin community at Nongkhai Province. 2) To study the dynamic of wisdom dialect, social and cultural changes and 3) To study and analyzing social influences Culture and English language towards dialects. Data collection tools are interview forms and observation, data collection by interview and participatory observation the groups was given the data consist of local wisdom philosopher and language experts or villagers who understand the structure of the language that lives in the Mekong Basin community in Nongkhai province. Acquired by purposive selection method of 15-20 person after that, take the interview results to analyze and synthesize the data by interpreting and creating conclusions in accordance with the objectives. The results showed that: Isan dialect Alphabet is beginning to be restored by the government system otherwise, probably because Isan dialect Alphabet is the original wisdom of the Isan people such as Thai Noi Alphabet and Dharma Alphabet which can be seen from the year 2555 B.C. under The Department of Culture Promotion, Ministry of Culture. Have a legacy registration ceremony National cultural wisdom 2012 B.C. amount 6 people are 1) Dhamma Lanna Alphabet 2) Thai Noi Alphabet 3) Isan Dialect Alphabet 4) Chong Dialect 5) Nyah-kur Dialect and 6) Kong Dialect in which, the registration of such heritage has Isan alphabet is registered as a heritage. Successful cultural wisdom as well. Is the Thai Noi alphabet and the Thai Dhamma Isan alphabet which is very proud which the purpose of this registration is because language and Alphabet are the wisdom of the community risk of loss or face threats. Therefore, the family institution is the first thing that should be instilled in children to see that the local language has How important ? And instill in children not embarrassed to speak the local language in society or in the family. The second institution is people in society that should not be disgusted or seeing that people speak the local language is strange. We should even praise because the local language is worth keeping.
