Abstract:
The objectives of this study were: 1) to study the need for an electronic
manual for supplies administration in schools; 2) to develop an electronic manual for
supplies administration in schools; and 3) to evaluate the use of an electronic manual for
supplies administration in schools under The Suratthani Primary Educational Service
Area Office 2. The research procedure consisted of three steps as follows. Step 1 was
used to study the need for an electronic manual for supplies administration in schools.
The population were 304 school administrators and officers and the sample group of
176 was selected by simple random sampling. Step 2 was used to develop an electronic
manual for supplies administration in schools, which its content validity was evaluated by
five experts. Step 3 was use to evaluate the use of an electronic manual for supplies
administration in schools. The sample group of 30 school administrators and officers
was selected by purposive sampling. Data were collected by a questionnaire, a suitability
assessment form, a test, and a suitability for use assessment. The data were analyzed
by percentage, mean, standard deviation, and t - test. The research findings were as follows. 1) The need for the electronic manual
was in the highest level in overall and each aspect ranked in descending order: supplies
requirement planning, supplies procurement; contract, contract management, and
supplies acceptance; supplies control and distribution; other components that need
to be included in the manual, and legal matters and regulations on public supplies
administration. 2) The development of the electronic manual consisted of three
parts as follows. Part 1 was referred to objectives and instructions of the manual.
Part 2 was referred to legal matters and regulations on public supplies administration
including legal terms and important regulations; authority and delegation; principles
of public procurement and supplies administration; procurement committee and
committee composition; and procedure and process of public procurement and
public supplies administration. The process of supplies administration covered four
phases: Phase 1, supplies requirement planning; Phase 2, supplies procurement;
Phase 3, contract, contract management, and supplies approval; and Phase 4, supplies
control and distribution. Part 3 was referred to the appendix including reference
documents in public supplies administration and public supplies administration
document forms. The content validity index of the electronic manual evaluated by
five experts was 1.00 in all aspects. 3) The evaluation of the use of the electric
manual in regard to knowledge and understanding about supplies administration document forms. The content validity index of the electronic manual evaluated by
five experts was 1.00 in all aspects. 3) The evaluation of the use of the electric
manual in regard to knowledge and understanding about supplies administration
showed that the level of knowledge and understanding after the use of the electric
manual was higher than before at the statistical significance level of .05. The suitability
evaluation of the use of the electronic manual was in the highest level in overall
aspects ranked in descending order: pattern, feasibility, language use, content, benefit
to schools, design, benefit to operators, supplies, benefit to other stakeholders,
and format.
