Abstract:
This research study aimed to: 1) study the priority needs and analyze the strengths, weaknesses, opportunities, and threats of excellence management for secondary schools towards school as a learning community; 2) propose excellence management strategies for secondary schools towards school as a Learning Community. This study employed the Mixed Method. The sample in the study were 92 secondary schools in the Office of the Basic Education Commission, Bangkok. The questionnaire, feasibility, and suitability evaluation forms, and focus group of experts were used as the research instruments in the study. The collected data were analyzed using frequency, percentage, average, standard deviation, the formula of PNI Modified and content analysis.
The findings revealed: 1) the priority needs, strengths, weaknesses, opportunities, and threats of excellence management for secondary schools toward school as a learning community were; 1.1) the overall RESULT criteria showed that the CUSTOMER-Focused criteria, the weak point, contained the highest priority needs; followed by budget, financial, market students learning WORKFORCE-Focused and the leadership and governance -the strength contained the lowest values of priority needs; 1.2) Excellence management of schools revealed that WORKFORCE-Focused criteria, the weak point, has the highest value of priority needs; followed by LEADERSHIP STUDENT- and other CUSTOMER Focused Measurement, Analysis, and Knowledge Management and WORKFORCE, the strength, has the lowest priority needs; 1.3) School as learning community revealed that vision is the strength while philosophy and activities were weaknesses; 1.4) In the external environment, the opportunity factors affected the LEADERSHIP and STRATEGY, while the threats factors affected CUSTOMERS MEASUREMENT, ANALYSIS and KNOWLEDGE MANAGEMENT and OPERATION. 2) Excellence Management Strategies for secondary schools towards School as a Learning Community consists of 6 main strategies 1) Transform the development of teachers and educational staffs capacity towards the vision and philosophy of School as a Learning Community; 2) Transform the development of school principals paradigm on Vision and philosophy of School as a Learning Community; 3) Transform the relationship and engagement with learners and stakeholders to enhance participation in education reform in schools based on the philosophy of School as a Learning Community; 4) Develop management, analysis, and knowledge management system following the philosophy and activities of the School as a Learning Community; 5) Develop teachers mindset and performance consistent with the philosophy and activities of School as a Learning Community; and 6) Continue developing the strategic plans in line with the Vision of the School as a Learning Community.
