Abstract: งานวิจัยนี้มีวัตถุประสงค์เพื่อศึกษาวิธีการใช้งาน และสภาพปัญหาการใช้งานด้านเทคโนโลยีสารสนเทศ และการสื่อสารที่เป็นอยู่ในปัจจุบัน และแนวทางในการ เพิ่มสมรรถนะและพัฒนาศักยภาพขีดความสามารถด้าน เทคโนโลยีสารสนเทศและการสื่อสารในหน่วยงานภาครัฐ ระดับตำบลในเขตอำเภอเมือง จังหวัดบุรีรัมย์ กลุ่มตัวอย่าง ได้แก่ หน่วยงานภาครัฐในระดับตำบลภายในเขตอำเภอเมือง จังหวัดบุรีรัมย์ทั้ง 19 ตำบล โดยมีผู้บริหารจำนวน 95 คน ได้มาโดยใช้จำนวนประชากร และพนักงานเจ้าหน้าที่จำนวน 100 คน ได้มาโดยการสมแบบเจาะจงเฉพาะผู้ที่ทำงานด้าน น เครื่อง สารสนเทศ (Purposive Sampling) รวมเป็น 195 คน มือที่ใช้คือ แบบสอบถามและแบบสัมภาษณ์ สถิติที่ใช้สำหรับ การศึกษาได้แก่ สถิติพื้นฐาน (ร้อยละ ค่าเฉลี่ย และส่วนเบี่ยง เบนมาตรฐาน ผลการศึกษาพบว่า ผู้บริหารและเจ้าหน้าที่ในหน่วยงานภาครัฐในระดับตำบลในเขตอำเภอเมือง จังหวัด บุรีรัมย์ มีความคิดเห็นต่อสภาพการใช้เทคโนโลยีสารสนเทศ โดยรวมอยู่ในระดับ น้อย เมื่อพิจารณาเป็นรายด้าน พบว่า ทุกด้านมีการปฏิบัติอยู่ในระดับ ปานกลาง โดยด้านที่มีค่า เฉลี่ยสูงคือ ด้านการบริการวิชาการ และด้านการวางแผน รองลงมาคือ ด้านการส่งเสริมการฝึกอบรม ส่วนด้านที่มีค่า เฉลี่ยต่ำสุด คือ ด้านการบริหารจัดการ ส่วนแนวทางในการ เพิ่มสมรรถนะและพัฒนาศักยภาพขีดความสามารถด้าน เทคโนโลยีสารสนเทศและการสื่อสาร ได้แก่ การใช้สื่อสาร หลายวิธี และการเน้นการสื่อสารที่ศูนย์กลางข้อมูล

Abstract: The objectives of this research were to study the process and the problem situation of work usage on the information technology and commu- nication at the present, to study the tencency of efficiency addition and development of capacity on technology and communication in the sub-district office of Muang district in Buriram province. The population in this research was 195 persons in the public sector office in 19 sub-districts of Buriram and divided into 95 persons of administrators by using the population and 100 persons of officers by Purposive Sampling. The equipment in this re- search was the questionnaire and interview form. The statistic for this research was Percentage, Mean and Standard Deviation. The results were found that the opinion of administrators and officers toward the situation of information technology usage was totally in little level and as considered in each detail it would found that in all detail it was set in middle level and the highest mean was the academic service and the planning and second was the training support, but the lowest mean was the administration. For the tendency of efficiency addition and capacity development on information technology and communication it was the using of various communications and the emphasizing on the communication from the data center.
