Abstract:
In this research, the researcher aimed to study roles, obligations and operational processes of The Community Mediation Center under Dispute Mediation Act, B.E. 2562 and to ascertain factors related to the problems and obstacles in the operational process of The Community Mediation Center under Dispute Mediation Act, B.E. 2562 in Bangkok. The research methodologies involved documentary research and in-depth interviews. Four groups of 16 key informants including (1) four executives of Rights and Liberties Protection Department, (2) four committees members of the Community Mediation Centers, (3) four mediators of the Community Mediation Centers, and (4) four service recipients at the Community Mediation Centers. The study is conducted in Bangkok
area in the Community Mediation Centers in religious places, the Community Mediation Centers in Government sectors, the Community Mediation Centers in private areas, and the Community Mediation Centers in public area.
The results reveled that as for the problems and obstacles in carrying out the work, it has
been found that personnel have limited budgets and facilities. They also lack sufficient knowledge in performing their functions. Additionally, a policy guidance in establishing and implementing the Community Mediation Center is unclear. Moreover, it is vital that Relevant forms shall be appropriate and convenient. As for legal-related issues, awareness raising activities need to be conducted so as to promote peoples understandings in legal matters. Insufficient advertisement of the Community Mediation Center is required to be improved. Finally, there is a challenge in gaining acceptance from the society
