Abstract: This research compares the concept of privacy in Thailand and the European Union. This research studies the concept of privacy in relation to the GDPR and PDPA. It focuses on providing an answer to what extent the religious literature or the text have influenced in the drafting of the two laws. For Europe, this research examines the development of privacy from the Hebrew Bible and literature to a legal right, as well as the influence of several scholars and philosophers on privacy. This paper provides a brief history of privacy in the Europe and how the history has dwelled into the mindset of the European citizens since the beginning which is quite different from the Thai citizens. As for Thailand, it examines the Buddhism prospective to privacy. This paper focuses the Buddhism teaching about the Doctrine of Non-Self and non-existence of privacy and how Thailand has changed from a shared privacy to enacting the PDPA
