Abstract:
การศึกเรื่อง "การสร้างสรรค์รวัตกรรมการบริการสาธารณะของเทศบาลเมืองในเขตพื้นที่อำเภอเมือง จังหวัดชลบุรี" เป็นการวิจัยเชิงสำรวจ มีวัตถุประสงค์เพื่อ 1) ศึกษาระดับความคิดเห็นของประชาชนต่อการสรา้งสรรค์นวัตกรรมการบริการสาธารณะของเทศบาลเมืองในพื้นที่ อำเภอเมือง จังหวัดชลบุรี และ 2) เปรียบเทียบความคิดเห็นของประชาชนที่มีต่อการสร้างสรรค์นวัตกรรมสาธารณะของเทศบาลเมืองในพื้นที่อำเภอเมือง จังหวัดชลบุรี จำแนกตาม เพศ อายุ ระดับการศึกษา และอาชีพ กลุ่มตัวอย่างที่ใช้ในการวิจัยคือ ประชาชนที่อาศัยอยู่ในพื้นที่ของเทศบาลเมืองในเขตพื้นที่อำเภอเมือง จังหวัดชลบุรี จำนวน 4 แห่ง ได้แก่ 1) เทศบาลเมืองชลบุรี 2) เทศบาลเมืองบ้านสวน 3) เทศบาลเมืองแสนสุข และ 4) เทศบาลเมืองอ่างศิลา รวมทั้งสิ้น 400 คน เครื่องมือที่ใช้ในการวิจัยเป็นแบบสอบถาม สถิติที่ใช้ในการวิจัย ได้แก่ ค่าความถี่ ร้อยละ ค่าเฉลี่ย และค่าเบี่ยงเบนมาตรฐาน การทดสอบสมมติฐานใช้สถิติ t-test และ One-way ANOVA กรณีพบความแตกต่างจะวิเคราะห์คู่ที่แตกต่างกัน โดยใช้สถิติ Scheffe' ผลการวิจัยพบว่า
1. ความคิดเห็นของประชาชนต่อการสร้างสรรค์นวัตกรรมการบริการสาธารณะของเทศบาลเมืองในพื้นที่อำเภอเมือง จังหวัดชลบุรี ในภาพรวมอยู่ในระดับมาก เมื่อพิจารณาเป็นรายด้าน และเรียงลำดับค่าเฉลี่ยจากมากไปน้อย คือ ด้านการพัฒนาโครงสร้างพื้นฐานและสาธารณูปโภค รองลงมาคือ ด้านการพัฒนาคุณภาพชีวิตคู่เศรษฐกิจพอเพียง ด้านการบริหารจัดการตามหลักธรรมาภิบาล ด้านการส่งเสริมวัฒนธรรมและการท่องเที่ยวที่ยังยืน ด้านการอนุรักษ์ฟื้นฟูสิ่งแวดล้อมและพลังงาน ด้านความปลอดภัยในชีวิตและทรัพย์สิน และด้านการพัฒนาเกษตรและอุตสาหกรรมให้ได้มาตรฐาน ตามลำดับ
2. ผลการเปรียบเทียบความคิดเห็นของประชาชนที่มีต่อการสร้างสรรค์นวัตกรรมสาธารณะของเทศบาลเมืองในพื้นที่อำเภอเมือง จังหวัดชลบุรี จำแนกตาม เพศ อายุ ระดับการศึกษา และอาชีพ พบว่าประชาชนที่มีเพศแตกต่างกัน มีความคิดเห็นต่อการสร้างสรรค์นวัตกรรมการบริการสาธารณะของเทศบาลเมืองไม่แตกต่างกัน ส่วนประชาชนที่มีอายุ ระดับการศึกษา และอาชีพแตกต่างกัน มีความคิดเห็นต่อการสรา้งสรรค์นวัตกรรมการบริการสาธารณะของเทศบาลเมืองในพื้นที่อำเภอเมือง จังหัวดชลบุรีแตกต่างกัน อย่างมีนัยสำคัญทางสถิติที่ระดับ .05

Abstract:
The study on The creation of the public service innovation of
municipalities in Mueang district, Chonburi Province was a survey research. The
objectives were: 1) to study the level of public opinion on the creation of the public
service innovation of municipalities in Mueang district, Chonburi Province; and 2) to
compare the public opinion on the creation of the public service innovation of
municipalities in Mueang district, Chonburi Province, classified by gender, age,
education and occupation. The sample group used in the research was the people
who lived in the area of 4 municipalities in Mueang district, Chonburi Province, such
as: 1) Mueang Chonburi Municipality; 2) Ban Suan Municipality; 3) Saen Suk
Municipality; and 4) Ang Sila Municipality, a total of 400 people. The research
instruments were questionnaires. Statistics which used in research, such as:
frequency, percentage, mean and standard deviation and hypothesis testing used
t-test and One-way ANOVA, if differences found and different pairs analyzed by
Scheffe. The research found that:
1. Public opinion on the creation of the public service innovation of
municipalities in Mueang district, Chonburi Province in overall was at a high level,
when considering each aspect and sorting mean from descending, it was found that
the first rank was the development of infrastructure and utilities aspect, followed by
the development of quality of life along with the sufficiency economy aspect, the
management according to the principles of good governance aspect, the culture and
sustainable tourism promotion aspect, the conservation and restoration environment
and energy aspect, the security in life and assets aspect, and the development of
agriculture and industry to be standard aspect, respectively.
2. The comparison of public opinion on the creation of the public service
innovation of municipalities in Mueang district, Chonburi Province, classified by
gender, age, education and occupation, found that people who had different gender,
there was no different opinion on the creation of the public service innovation of
municipalities, but people who had different age, education and occupation, there
was different significantly opinion on creation of the public service innovation of
municipalities in Mueang district, Chonburi Province, at the level of .05.
