Abstract:
The objectives of this research were: 1) to study the current state and problems of budget allocation for education management in subdistrict municipalities; 2) to develop the budget allocation modelof principle education of school in local government organizations, case study of subdistrict municipalities; and 3) to examine possibilities of the budget allocation model of education management. The research was operated through mixed experimental method, which comprised 3 steps. Step 1, studying the current state and problems of budget allocation for education management in the subdistrict municipalities by synthesizing related documents and research paper, then constructing a structured interview from using for interviewing related persons in four subdistrict municipalities that used in this case study; 1 subdistrict municipality in each region. There were 40 purposive selection persons from 4 regions. They were the mayor, municipal secretariat, director of education division. The other group was an incidental selection sample, comprised of Municipal Council Member, education development committee, education development board, municipal officers, school directors, teachers, and school board. There were 4 persons in each group. The data were analyzed by content analysis. Step 2, developing a model of budget allocation, this step was done by using step 1 data and outputs to set a draft model of budget allocation. Then the model was developed through focus group discussion of luminaries, consisted of educational luminaries, luminaries from Department of Local Administration, the mayor, and school directors. There were 3 purposive selection persons from each group. Step 3, examining the feasibility of the budget allocation model of education management via a questionnaire, consisting of 5 levels of rating scale, with 0.957 of reliability. The population was 472 persons included the mayor, municipal secretariat, education division director, and school director from subdistrict municipality. They were set as sample size of 216 persons by using the Yamane table. The statistical analysis of data was implemented through mean and standard deviation.The results of this research were as follows:1. The current state had five issues of the subdistrict municipality educational management. The principal and objective consisting of decentralization, equity, participation, and efficiency.The role and functioningof the related persons, consisting of the mayor, members of council, municipality permanents, educational director, and school principal. The process consisting of budget preparing process, budget approved process, and budget control process. The participation consisting of level of schools and municipalities. The time management consisting of length of annual municipality development plan consideration and length of annual budget ordinance approving. The problem of the budget allocation for subdistrict municipality educational management had found that principal and objective disintegrated with educational development plan, it did not have the process and length for educational development plan establishment. 2.The model of budget allocation for the principal education management in the case study had three issues. The first issue was the model of budget allocation contained 5 elements for educational management, they were principal and objective, role and functioning of the related persons, process, participation, and time management. The second issue was that the implementation process for using the model to be adaptive with the organization on education and municipality administration. Third, the key success factors for budget allocation in education anagement would be more efficient on the case that policy organization created the policy that should (1) create the local development plan to be 5 years plan, (2) allocate the budget explicitly and accord with the annual local administrative plan, and (3) set the regular organization to support thebasic education administration committeein the aspect of enhancing, attitude, knowledge and understanding and performance skills. 3.The model of budget allocation for educational management developed was able to be used in operation athigh levels inall elements.
