Abstract:
การเปลี่ยนแปลงของโลกที่เกิดข้ึนอย่างรวดเร็วทำให้ต้องยกระดับคุณภาพการศึกษาให้ได้มาตรฐานสากล
เพื่อพัฒนาคนไทยให้เป็นพลโลกที่พร้อมรับการเปลี่ยนแปลงจึงเกิดแนวคิดโรงเรียนมาตรฐานสากลแต่การที่จะเปลี่ยนเป็น
โรงเรียนมาตรฐานสากล ต้องอาศัยการบริหารการเปลี่ยนแปลงและสมรรถนะของผู้บริหารดังนั้นผู้วิจัยจึงสนใจทำวิจัยเรื่อง
นี้โดยมีวัตถุประสงค์เพื่อ1) ศึกษาระดับการบริหารการเปลี่ยนแปลงและสมรรถนะของผู้บริหารสถานศึกษาของโรงเรียน
มาตรฐานสากล สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาเขต 10 2) ตรวจวัดระดับคุณลักษณะโรงเรียน
มาตรฐานสากล และ 3) ทดสอบการบริหารการเปลี่ยนแปลงและสมรรถนะของผู้บริหารสถานศึกษาที่ส่งผลต่อคุณลักษณะ
โรงเรียนมาตรฐานสากลกลุ่มตัวอย่างที่ใช้ในการวิจัยได้แก่ผู้บริหารสถานศึกษาจำนวน 42 คน และครูผู้สอนจำนวน 306
คนรวมทั้งสิ้นจำนวน 348คน ได้มาจากการสุ่มตัวอย่างแบบง่ายจากโรงเรียนในสังกัดสำนักงานเขตพื้นที่การศึกษา
มัธยมศึกษาเขต 10 เครื่องมือที่ใช้ในการวิจัยเป็นแบบสอบถามประมาณค่า 5 ระดับ มีค่าความเชื่อมั่นเท่ากบั 0.97 สถิติที่
ใช้ในการวิเคราะห์ข้อมูลได้แ่ก่ ร้อยละค่าเฉลี่ยส่วนเบี่ยงเบนมาตรฐาน และการวิเคราะห์การถดถอยพหุคูณแบบขั้นตอน
ผลการวิจัย พบว่า
1. ระดับการบริหารการเปลี่ยนแปลงและสมรรถนะของผู้บริหารสถานศึกษาของโรงเรียนมาตรฐานสากล
โดยรวมอยู่ในระดับมากเรียงลำดับจากค่าเฉลี่ยมากลงไปได้แก่ ด้านสมรรถนะของผู้บริหารสถานศึกษาและด้าน
ความสามารถในการบริหารการเปลี่ยนแปลง ตามลำดับ
2. ระดับคุณลักษณะโรงเรียนมาตรฐานสากลโดยภาพรวมและรายด้านอยู่ในระดับมาก เรียงลำดับจาก
ค่าเฉลี่ยมากลงไปได้แก่ด้านบริหารจัดการด้วยระบบคุณภาพ ด้านการจัดการเรียนการสอนเทียบเคียงมาตรฐานสากลและ
ด้านผู้เรียนมีศักยภาพเป็นพลโลก ตามลำดับ
3. การบริหารการเปลี่ยนแปลง (X1) และสมรรถนะของผู้บริหารสถานศึกษา (X2) ส่งผลต่อคุณลกัษณะ
โรงเรียนมาตรฐานสากลสังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาเขต10 มีประสิทธิภาพในการทำนายร้อยละ 55.60
สามารถเขียนเป็นสมการพยากรณ์ในรูปคะแนนดิบ คือ Y tot = 1.274 + 0.423(X2) + 0.239 (X1)
ข้อค้นพบจากงานวิจัยแสดงให้เห็นว่าผู้บริหารสถานศึกษาต้องนำแนวคิดเกี่ยวกับการบริหารการ
เปลี่ยนแปลง และมีการพัฒนาสมรรถนะของตนอย่างต่อเนื่อง เพื่อนำมาใช้ในการบริหารสถานศึกษา จึงจะทำให้
คุณลักษณะโรงเรียนมาตรฐานสากลอยู่ในระดับที่สูงยิ่งขึ้น
Worlds rapid change causes leveling up educational quality to meet the world-class standards in
order to develop Thai people to be well prepared for changes. Therefore, the concept of world-class standard
schools exists. However, converting schools to meet the world-class standards depends on change management
practice and administrators competency. Hence, the researcher was interested in conducting this research
aiming to; 1) examine level of change management and administrators competency in the world-class standard
schools under Secondary Education Service Area Office 10, 2) determine level of characteristics of the worldclass standard schools, and 3) test change management and administrators competency affecting characteristics
of world-class standard schools. The informants were348 personnel comprising of42 school administrators and
306 school teachers randomly drawn using a simple random sampling method from schools under Secondary
Education Service Area Office 10. The instrument was a 5-level rating scale questionnaire with reliability at
0.97. The data were analyzed by using percentage, mean, standard deviation, and step-wise multiple regression
analysis.
The research results were as follows:
1. The change management and school administrators competency in world-class standard
schools were overall at a high level; ranging down by the mean score as the aspect of was found that both
change management and school administrators competency were at a high level, and that school
administrators competency was the aspect with the higher mean than change management.
2. The characteristics of the world-class standard schools were at a high level both in overall and
individual aspects; ranging down by their mean scores as the aspect of quality management system, world-class
standard instruction, and potential of learners to be the world citizen respectively.
3. Change management (X1
) and school administrators competency (X2
) affected characteristics of
the world-class standard schools under Secondary Education Service Area Office 10 with the 55.60% predictive
efficiency and the prediction equation in raw score could be writtenas Y tot = 1.274 + 0.423(X2) + 0.239 (X1).
The research findings revealed that the school administrators must apply change management
concept in administration and continuously develop their competency in school administration in order to level
up the characteristics of their world-class standard schools.
