Abstract: การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษา 1) ระดับการดำเนินงานอาคารสถานที่ สิ่งแวดล้อมและความปลอดภัยของศูนย์พัฒนาเด็กเล็ก และ2) แนวทางการพัฒนาคุณภาพการดำเนินงานอาคารสถานที่ สิ่งแวดล้อม และความปลอดภัยของศูนย์พัฒนาเด็กเล็ก วิธีดำเนินการวิจัยมี 2 ขั้นตอน คือ ขั้นตอนที่ 1 ศึกษาระดับการดำเนินงานอาคารสถานที่ สิ่งแวดล้อมและความปลอดภัยของศูนย์พัฒนาเด็กเล็ก ประชากร คือ หัวหน้าศูนย์พัฒนาเด็กเล็ก สังกัดองค์กรปกครองส่วนท้องถิ่นในจังหวัดอ่างทอง จำนวน 110 คน เครื่องมือที่ใช้ในการวิจัย คือ แบบสอบถาม มีค่าความเชื่อมั่นเท่ากับ 0.95 สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ค่าเฉลี่ย และส่วนเบี่ยงเบนมาตรฐาน ขั้นตอนที่ 2 ศึกษาแนวทางการพัฒนาคุณภาพการดำเนินงานอาคารสถานที่ สิ่งแวดล้อม และความปลอดภัยของศูนย์พัฒนาเด็กเล็ก โดยการสัมภาษณ์ผู้ทรงคุณวุฒิ จำนวน 5 คน เครื่องมือที่ใช้ในการวิจัย คือ แบบสัมภาษณ์ และวิเคราะห์ข้อมูลด้วยการวิเคราะห์เนื้อหา ผลการวิจัย พบว่า 1) ระดับการดำเนินงานอาคารสถานที่ สิ่งแวดล้อม และความปลอดภัยของศูนย์พัฒนาเด็กเล็ก โดยภาพรวมมีการปฏิบัติอยู่ในระดับมาก และเมื่อพิจารณาเป็นรายด้าน พบว่า ด้านที่มีค่าเฉลี่ยสูงสุด คือ ด้านอาคารสถานที่ และด้านที่มีค่าเฉลี่ยต่ำสุด คือ ด้านความปลอดภัย และ2) แนวทางการพัฒนาคุณภาพการดำเนินงานอาคารสถานที่ สิ่งแวดล้อม และความปลอดภัยของศูนย์พัฒนาเด็กเล็ก แบ่งเป็น 3 ด้าน รวมทั้งสิ้น 14 รายการ ดังนี้ ด้านที่ 1 ด้านความปลอดภัย มี 5 รายการ เช่น ติดตั้งสัญญาณระบบป้องกันภัย ด้านที่ 2 ด้านสิ่งแวดล้อม มี 4 รายการ เช่น จัดทำแผนดำเนินงานด้านสิ่งแวดล้อม และด้านที่ 3 ด้านอาคารสถานที่ มี 5 รายการ เช่น มีการวางแผนการโครงสร้างด้านอาคารสถานที่

Abstract: The purposes of this research were to 1) study the operating conditions in accordance with the standard criteria of the children development centers under the local administrative organization in Ang Thong province, and 2) study the guidelines for the development of the operation, building, environment and safety quality of the children development centers under the local administrative organization in Ang Thong province. There were 2 steps of the research methods. Step 1 was studying the operating conditions according to the standard criteria. The sample group used in the research was the 110 directors of the children development centers. The instrument used in this research was a questionnaire with a reliability of 0.95. The statistics used were mean and standard deviation. Step 2 was creating guidelines for improving the operational quality of buildings, places, environment and safety of the children development centers under the local government organization in Ang Thong province by interviewing 5 experts. The research instruments were interview form, and data analysis using content analysis technique. The results of the research are as follows: 1) the overall operating conditions according to the standard criteria are at a high level with the highest mean in the aspect of buildings and the aspect of environment respectively while the lowest mean is safety; and 2 guidelines for improving the quality of operation of buildings, facilities, environment and safety of the children development centers under the local government organization in Ang Thong province are divided into 3 areas according to the level of operations. There are 4 items to be installed in the safety warning system. There are 4 items, such as creating an environmental action plan and 3 aspects. There are 5 aspects of the buildings, for example, planning the structure of the building.
