Abstract: การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ 1) เพื่อศึกษาเกณฑ์ในการตัดสินใจเพื่อการพิจารณาทุนอุดหนุนการวิจัยภายในมหาวิทยาลัย 2) เพื่อพัฒนาระบบสนับสนุนการตัดสินใจเพื่อการพิจารณาทุนอุดหนุนการวิจัยภายในมหาวิทยาลัย โดยใช้กระบวนการลำดับชั้นเชิงวิเคราะห์ผ่านเว็บเทคโนโลยี และ 3) เพื่อประเมินประสิทธิภาพของระบบสนับสนุนการตัดสินใจเพื่อการพิจารณาทุนอุดหนุนการวิจัยภายในมหาวิทยาลัย โดยใช้กระบวนการลำดับชั้นเชิงวิเคราะห์ผ่านเว็บเทคโนโลยี การดำเนินงานวิจัยแบ่งออกเป็น 3 ขั้นตอน คือ 1) การรวบรวมข้อมูลกับผู้อำนวยการสถาบันวิจัยและพัฒนาของมหาวิทยาลัยรัฐบาลและเอกชน โดยคัดเลือกแบบเจาะจงจำนวน 3 แห่ง ได้แก่ มหาวิทยาลัยราชภัฏอุตรดิตถ์ มหาวิทยาลัยเทคโนโลยีราชมงคลล้านนา พิษณุโลก และมหาวิทยาลัยพิษณุโลก เพื่อสร้างเกณฑ์ในการตัดสินใจพิจารณาทุนอุดหนุนการวิจัยภายในมหาวิทยาลัย 2) การพัฒนาโมเดลกระบวนการลำดับชั้นเชิงวิเคราะห์ และเว็บเทคโนโลยีเพื่อเชื่อมต่อกับโมเดลเอเอชพีด้วยไลบราลี่พีวายเอเอชพี ในไพธอน ภาษาพีเอชพี และระบบจัดการฐานข้อมูลมายเอสคิวแอล และ 3) ประเมินประสิทธิภาพการจัดลำดับความสำคัญในการตัดสินใจ และประเมินความพึงพอใจผู้ใช้ต่อระบบ ผลการวิจัยพบว่า ประสิทธิภาพการจัดลำดับในภาพรวมเท่ากับ 80% และผู้ใช้มีความพึงพอใจต่อระบบในภาพรวมอยู่ในระดับมาก

Abstract: This research aims 1) to study the decision criteria for considering the internal research budget of the university, 2) to develop the decision support system for considering the university's internal research using the analytic hierarchy process (AHP) via web technology, and 3) to assess the decision support system for considering the internal research of university using by AHP via web technology. The research operation is divided into 3 steps 1) gathering data with the directors of research and development institutions of 3 government and private universities by purposive sampling includes Uttaradit Rachabhat university, Rajamangala university of technology Lanna, Pitsanulok, and Phitsanulok university for creating the decision criteria to consider the internal research budget of university 2) developing AHP model and web technology for connecting the AHP model by PyAHP Library in Python, PHP, and MySQL database management system and 3) assessing system performance in the decision for ranking to select a research project and users' satisfaction to decision support system. The research is found that the system has the performance in ranking the research project by 80% and users' satisfaction to the system at a high level.
