Abstract:
This research studied the guidelines for tourism organization development of Foreign
Independent Tour with high-income tourists from the People's Republic of China. Mixed method
research, consisting of Qualitative Research and Quantitative Research, was used to conduct the
research. The data were collected from 409 tourists from the People's Republic of China
The results of the research showed that the main characteristics of the Chinese tourists,
the FIT group, had high purchasing power. Their income was between 30,001-35,000 yuan per
month, and they preferred to travel with 3-4 friends for 5-6 days andto buy an all-inclusive shortterm tourism program that allowedthem to choose their own activities and pay online. They liked
to travel to the sea and islands a lot. Tourism promotion policies for this group of tourists were as
follows: 1) International Cooperation Promotion Policy 2) Tourist Safety Policy 3) Public
Relations Policy for Tourist Information 4) New Tourist Destination Development Policy 5) Thai
tourism promotion policy 6) Policy to raise a fund to help treat foreign tourists, 7) Policy for the
preparation to accommodate tourists and 8) visa policy. The recommendations were as follows:
1) creating an application for booking accommodation and attractions 2) developing quality local
guides leading Chinese tours 3) increasing safety measures, 4) speeding up and developing EChannel Visa 5) Increasing measures to conserve plants and marine life6 amendments to relevant
laws, such as allowing guides to be able to receive independent tourists directly without travel
agency7) Creatinga zone for duty-free shops, guaranteeing safety and providing sale for
shopping throughout the island, and 8) Developing more service standards and adding online
payment services such as Ali Pay, Wechat Pay, or Union Pay.
